NARRATIVE
GENERAL INFORMATION:
o Headworks and Allocation Table approved 2016. Next
renewal due April 2021.
o The Sewer Use Ordinance for Brunswick County was
updated and approved February 2013.
o Enforcement Response Plan updated in 2011 per audit
recommendation.
o LTIVIP approved September 2014. NEBR went from a STMP
to LTMP due to the upgrade from 1.6 MGD to 2.475 MGD.
o IWS was completed in September and Approved in
December 2013. Next due date is July 2018.
Brunswick County Pretreatment Div. renewed American Distillation, Inc. an SIU
permit effective March 5, 2014 with an expiration date of March 5, 2018.
Brunswick County Pretreatment Div. renewed Victaulic Company of America's
SIU permit June 2, 2014 with an expiration date of November 1, 2018.

December 2015 -January 2016, NER experienced toxic slugs from American
Distillation, Inc. that tested high in levels of Methylene Blue Active Substance
Assay (MBAS), Surfactants and possibly commercial grade detergents in large
quantities that created pass-through, turbidity and total suspended solids issues.
Levels of Isopropyl Alcohol, Acetone, and Methanol were greatly escalated from
their normal ranges. January 28, 2016- Brunswick County insisted that they stop
sending discharge to NER.

American Distillations, Inc. (SIU #0004)
January 28, 2016, ADI was forced to stop sending discharge to NER due to MBAS
at high levels of detergents. Brunswick County proposed an increase in sampling
requirements, along with strict limits for Methanol and MBAS. ADI chose to have
their waste hauled off.
Victaulic (SIU#0002) had a Cadmium violation in November 2016.
A spreadsheet of fines and Notices of Violation issued throughout the year is
enclosed.
Northeast Brunswick Regional W.R.F.
(NPDES No. NCO086819 / WQ0014415). In 2013-14, NEBR was upgraded from
a 1.6 to a 2.475 MGD plant. The plant converted from a STMP to a LTMP as of
July 1, 2014.
NEBR exceeded BOD and TSS limits for the month of January 2016, which was
attributed to the ADI discharges. In June, NER exceeded the TSS limit.
Brunswick County continues to maintain a "Monitoring Cost Assumption
Program" to recoup costs of administering the Pretreatment Program from SIU's/
Users.
Brunswick County FOG Program: Inspections are performed throughout the
County, implemented by the Pretreatment Coordinator. There were N.O.V.s
issued to establishments for being out of compliance but they were no fines
assessed.

StE ft In mid-Deoember 2015 and continuing. through mid-January 2016, Northeast
Bnr aM& Regional Waste Water Treatment Plant (NEER) eperienced twac slugs of
C011114a grade d@Nmawft in large volumes. Auer extensive sampling and an enormous
arrwurrt of time spent on tracing the source of the toxicity, it has been determined that the
source of this interruption was coming from American Disnation, Inc.
�c C=* Public Utilities (BCPU) took into consideration that the line from the ADI
site Is shared with the Cape Fear Boat Wortcs, a thorough investigation was conducted and it
was determined that ADI was the source.
Samples were talo from the discharge line from the ADI site and chacked for Surfactants
(MBAS), due to the foamy, frothy symptoms that NEBR was experiencing. EnvimnChem
atlyned the samples and reported that the MBAS was 6,130 mg/L To put this into
perspective, a typical car wash has less than 10 mg/L of MBAS in their effluent This slug
was highty concentrated and large in volume to rause such interruption to a 1.65 Million
Gahm per Day facility.
The toxicity affected the settleablity and turbidity of the pkint, causing NEER to fail the State
permilt0d lirnit for BOD in December and January. Total Suspended Solids barely passed for
December and then failed in January. The December 2015 sampling event that ADI
submitted indicated that Isopropyl Alcohol, Methanol, and Acetone levels were 'gmady
from the normal average. IPA was 321 mg1L for December when the average for
this pwarrreter had been 16 mg/L The same for Methanol. The average for the year was 10
mg/L until December when the Methanol jumped to 31.4 mgfI- Acetone had been under 3
mg& far the majority of the year and then in December it spitted to 8.37 mg/L. All this
itrfCited that NEBR had been sent *anger than normal levels of each parameter that I
aforermmentiorred.
I called the mm tug of January 28 and mWested 1W ADI stop seddmg to NEBR until we
Could get the issue under control. Leh days, the turbidtyr and settleabirdy began th return
to normal. This indicted to BCPU that something in ADI's disclwge was negatively
Mac&ig the perk mmance of NEBR.
Due to discharge issues over the past several years from your facility, BCPU is reludant to
cue honoring the discharge permit This latest exceedance has yet again created a tot
of extra work for the opt and laboratory personnel in addi6an to extra expense for
contract Laboratory cost The State has reminded BCPU of the fact that if we feel that the
die from ADI is detrimental to NEBR, we may revoke the permit
If Brunswick County continues to honor this dWmW permit, BCPU will implement a policy
to mndos* swrq* for WAS from ADI's discharge and the cost will be passed on to ADI.

Brunswick County will add this as a parameter for ADI to sample for monthly.

Dear Mr. Blanton:
American Distillation, Inc. (ADI) is in receipt of your recent letter dated March 2, 2016 and shares your
concerns. We simply do not handle surfactants even in plant maintenance. Furthermore, ADI did not
discharge significant volumes of water to your treatment facility during the month of January. Cape
Fear Boat Works does share our discharge line, and while we have no idea of what their discharge levels
would be, they did utilize nearly 100000 gallons additionally of water during this period in an operation
that does primarily boat repairs and cleaning.
ADI analyzed our raw material product mix and found one occasional stream, a methanol byproduct of
environmentally -friendly bio -diesel manufacture, which could contain some residual soaps from soyate
plant degradation. Even though these soyates are not water soluble, and the methanol is non foaming
in nature, we feel it is best to isolate any activities associated with biodiesel from consideration of
effluent water discharges to your facility.
The recommendation to have random samplings of the ADI discharge as well as monthly testing of the
WAS by Envirochem is an excellent start to monitoring the effluent discharges that enter your facility,
and ADI wholly supports this idea with respect to any discharges we might have. This testing will be
reflected in any future reports when commencement of discharge water begins anew.
We regret that there have been issues in the past. Some of them were uncontested or neglected
sampling and testing errors by contracted laboratories (not Envirochem), but a black eye for ADI
nonetheless. We feel that we have had a program for the past year that is exemplary of what we would
want to exhibit. Therefore,
upsets in the program, as experienced by the County of Brunswick in January, are disturbing and ADI
wants to assist in any manner to identify the problem and, if ours, make immediate corrections. Please
do not hesitate to contact our office with any suggestions, questions, or concerns as they arise.

Bminswidc County PubTtc Ubiffies has evaluated your request to re-establish flow to the
Northeast Brunswick Regional VWrTP (NEER). It is with much trepidation that we are
exWrdng one final opportunity to American Disb'Hefion, Inc. to discharge their waste stream
to the NEBR WArrP. The most recent event in January caused the NEW to fail established
limits in our NPDES permit due Io a High MBAS conn itratiorn. A thorough investigation
determined that1hisflow came fmm the ADI d;sdwp line.
Since issuing a dischirp permit to ADI in 2010, there have been 26 Noboes of Vidalloms
(NOV) issued to date and in this sbetc! ADI shut off flow (2014) to NEBR for a yew -this is an
average of over 5 NOVs per year. This raises a lot of concern on our part and we epi
monitor the flow from ADI very closely to ensum that the Integrity of NEBR is not jeopardized.
If ADI opts W start serdng their waste stream once again there will be a new sampling
protocol established as was stated in our phone conversation, test week The Methylene Blue
Active Substance Assay (MBAS) sampling for rrts will be added as a me"
retirement with a limit of c8.0 mg/L (less than). In addition lo this, limits will be assigned to
Isopropyl Aho W and Mefhand of <10 mg/L PeSs than). These have beers °monbr may' in
the past, but we have food that some of these levels spice std are usually assodated with
problems fin oaxr at the waste water facility.
If ADI is co mfiortable with the limit requires mentioned and wishes to reestWAsh its
discharge to NEER, It is required to sample any waste water that has been shed since the
Wage fbr these parameters and btvard to results to 'BCPU before any age
permission will be granted. Also, as we mentioned, BCPU will be sampling the smarm
coming to the plant on a random basis and will pass this cod on to ADI.
Once tme laboratory els trove been waswed, BCPU will contad ADI and give a
timeline of when the waste stream can be rte.

The laboratory results submitted to BCPU for January and February 2016 had some
parameter violations. In January, Nickel was 0.022 mg& and in February the BOD was
>346 mg/L. These were above the permitted limits and therefore a Notice of Violation
must be issued.
There will no fines accessed to these limit violations.
If deviations in the process are detected, please notify Northeast Brunswick Regional
