PROJECT DESCRIPTION: The project site is located at the southern extension of Keelson Row on Bald Head Island. From the ferry terminal, travel south to the intersection of Marina Wynd and N. Bald Head Wynd. The beginning of the cart bridge is proposed to start approximately 0.10 mile north of this intersection, at the intersection of N. Bald Head Wynd and Keelson Row. The bridge would then terminate approximately 0.1 mile south of the intersection of Marina Wynd and N. Bald Head Wynd. The property consists of a 24.36 acre tract, elevated approximately 0.5' above Normal High Water (NHW). The tract is primarily vegetated with coastal wetlands. The property boundary to the north, along N. Bald Head Wynd, has been stabilized with a bulkhead. Vegetation consists primarily of Salt Meadow Hay (Spartina patens), Sea Lavender (Limonium carohnianum), Glasswort (Salicornia spp.), Spikegrass (Distichlis spicata), Black Needlerush (Juncus roemerianus) and Salt Marsh Cordgrass (Spartina alterniflora). Eastern red cedar (Juniperus virginiana) also grow in areas of higher elevation. The upland area north of the bulkhead is primarily occupied by built-upon area associated with the marina and supporting facilities, including roads, a restaurant, administration building, ferry terminal parking lots and retail space. The current erosion rate in the adjacent Ocean Erodible Area is 8' a year. The 100-year storm recession line for the adjacent area is 325 feet, creating a total Ocean Erodible (and Inlet Hazard) Area of Environmental Concern (AEC) of 445 feet. A portion of the project is also located within the High Hazard Flood AEC as indicated by zones V1-30 on the Flood Insurance Rate Maps of the Federal Insurance Administration. A Low Density State Stormwater Permit (No. SW8 070805) was issued on August 30, 2007 for 11,765 square feet of impervious area. The Bald Head Island Land Use Plan classifies the adjacent waters as Conservation and the adjacent high ground portion of the project area as Mixed Use. The waters of Bald Head Creek are classified SA by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a wooden cart bridge over high marsh, connecting Keelson Row with the intersection of North and West Bald Head Wynd. The bridge would measure approximately 510' in length. The stated purpose of the project is to reduce traffic congestion from the barge staging area. The bridge would measure 16'-18' in width and the deck would be elevated approximately 9' above the marsh substrate at its highest point (approximately 6' from the underside of the structure). Although wooden in construction, a second "wear deck" would be installed at 90 degrees to the bridge surface. This is intended to meet a proposed ordinance by the Village of Bald Head Island. At both bridge approaches, a bulkhead, measuring approximately 25' in width, would be installed to stabilize the bank adjacent to the bridge. The applicant states approximately 7,250 square feet of high ground would be disturbed on either end of the bridge as a result of bulkhead backfill, grading and road connection construction. Approximately 4,150 square feet of this area would be paved road. 10. ANTICIPATED IMPACTS The proposed bridge construction would shade approximately 9,000 sq. ft. of Section 404 and Coastal Wetlands. The second proposed "wear deck" could potentially render the bridge as a completely impervious surface. The bridge is proposed entirely above NHW. The bridge approaches, bulkheads and road construction would result in the disturbance of approximately 7,250 sq. ft. of high ground. Box 3069 Bald Head Island, NC 28461 910-457-7517 June 23, 2008 NCDENR Division of Coastal Management 127 Cardinal Drive Extension Wilmington, NC 28405 Project Narrative: Bald Head Island Limited, LLC Timber Cart/Tram Bridge, CAMA Major Permit The Bald Head Island Limited, LLC Timber Cart/Tram Bridge project is for a 510 linear ft wood bridge, as a southerly extension to east side of Bald Head Island marina basin Keelson Row. The Timber Bridge will cross over the marsh only (landward of mean high water of Bald Head Creek). The south end of the bridge will tie into a proposed connector road intersecting with Lighthouse Wynd, and thence connecting to North Baldhead Wynd/West Bald Head Wynd. The timber bridge is proposed with an underside of deck height that is between 4.5' and 9'+/- above the marsh. Appx marsh grade elevation is at 1.74 fmsl at the north end and 2.2 fmsl at the south end. Average height of marsh grass is 24"+/-. Existing road elevation at the intersection with Keelson Row is 6.5 fmsl, with a similar grade elevation at the south end. The bridge will have both horizontal curvature (appx centerline radius of 4000') and vertical curvature with top of deck stringer height of 11 fmsl at the center, and 6.5 fmsl at the ends. Proposed width is 16' to 18'The Village of Bald Head Island has issued an ordinance that any such cart/tram bridges will require a wear deck, i.e. a second layer of bridge decking. We have yet to get a determination if that would be considered impervious surface or not, thus we obtained Low Density Stormwater Permit #SW8-070805 that allows for the bridge to be totally impervious, with an 18' width. Practical bridge construction would be to limit width to the more readily available 16' preservative treated lumber. Rails will overhang in either case, per details on sheet 3 of 4. Note that the bridge crosses both Coastal and 404 Wetlands. In several areas the lines are joint, especially along the existing "bulkhead boardwalk", and the north approach. We have tried to show separation, but occasionally the colored lines overlap. Included in the project are 4150 sf of paved areas to intersect with existing roads, and 500 sf at each end of fill to bring the approach to grade. A 25' wood bulkhead will be required at each end, set on/upland of the Coastal Wetland line(s). Total disturbed area is listed at 7250 sf, which allows an approximate 10' around the project.
