SUBJECT: U-3334A (Booker Dairy Rd. connector), Johnston County;
Buffer call on an unnamed tributary of Buffalo Creek.
This letter is in regards to an unnamed tributary of Buffalo Creek that crosses Booker
Dairy Rd. near its intersection with Buffaloe Rd. You and I visited this site on March 18,
2008 and determined that this stream is perennial and, as depicted on the 1994 Johnston
County soil survey, had its origins close to NCDOT's right-of-way (ROW). Due to the
proximity of the stream's origins to the ROW, it was determined that this stream should
be buffered under the Neuse River buffer rules.
However, based on measurements made by the NCDOT Hydraulics Unit, it appears that
the start of the stream on the soil survey may be beyond the ROW, and therefore is not
subject to the buffer rules. Two maps are enclosed; the first shows the stream in relation
to Booker Dairy Rd. on the soil survey. The second shows what appears to be the
beginning of the stream in relation to the end of the existing pipe on the wetland
drawings. The measurement of +/-170 ft. from the existing pipe was made using two
known points on the soil survey and the scale bar therein.
NCDOT requests that NCDWQ review this information to help determine at what point
the stream becomes subject to the buffer rules.
