General Introduction was imatated by Marshall Clawson. Introductions were made by all
in attendance.

Chris M. began the meeting with items of concern which were sent to PDEA in a
letter dated May 16, 2008. The items addressed Purpose and Need, alternatives, and the
Merger Process.
Richard S. suggested the project go tli?ough the Merger Process so that these issues
can be addressed before Public Notice. It was agreed that EPA and PDEA would have a
pre-meeting before a formal merger meeting is held as soon as possible. Hopefully
several CP can be achieved together. Therefore, the 4B meeting has been delayed
