Dear Mr. Farmer:
On July 7, 2008, the Division of Water Quality (DWQ) received your application dated July 3,
2008, to fill or otherwise impact 146 linear feet of perennial stream and 9,136 square feet of
Zone 1 Neuse River basin protected riparian buffers and 5,098 square feet of Zone 2 Neuse River
basin protected riparian buffers to "extend and existing road that is part of the Town of Wake
Forest's Transportation Plan to provide interconnectivity between developments." The DWQ
has determined that your application is incomplete and/or provided inaccurate information as
discussed below.
You have applied under a USACE Nationwide Permit 29 which is utilized for
"Single Family Housing", yet you have no details about "single family housing"
in your PCN application.
2. Please re-submit your site plans on full plan sheets at a scale of no smaller than
1 "=50' with topographic contours shown.
3. Please provide cross section details showing the provisions for aquatic life
passage.
4.. Please provide building envelopes for all lots with wetlands, streams or buffers on
the site plans.
5. Please locate any planned sewer lines on the site plan.

6. Please indicate proposed lot layout as an overlay on the site plan.
7. Please indicate all proposed stream or wetland driveway crossings on your plan
sheet (including future proposed).
8. Please indicate all stream impacts including all fill slopes, dissipaters, and bank
stabilization on the site plan.
9. Please indicate all wetland impacts including fill slopes on the site plan.
10. Please enumerate all riparian buffer impacts on the site plan and clearly label
impacts (Buffer Impact 1, etc.).
11. Please locate all isolated or non-isolated wetlands, streams, and other waters of
the State as overlays on the site plan.
12. Please locate all of the protected riparian buffers as overlays on the site plan,
clearly showing Zone 1 and Zone 2.
13. Per the requirements of the Neuse River Riparian Buffer Rule, you must show
that this site meets diffuse flow requirements with a level spreader or other BMP
per Chapter 8 of the BMP Manual (see
http://h2o.enr.state.nc.us/su/bmp forms.htm).
14. Please provide an inventory of imperviousness surfaces in each drainage area.
The inventory should include all proposed building footprints, roads, driveways,
sidewalks, gravel-surfaced areas, amenity areas, etc. A Stormwater Management
Plan (SMP) must be provided for any drainage areas that exceed 24 percent
imperviousness. For each BMP, provide a completed BMP Supplement Form
with all the required items (see http://h2o.enr.state.nc.us/su/bmp forms.htm). Per
NCAC 2B 15A: 02H.1000, a "drainage area" is defined as "the entire area
contributing surface runoff to a single point."
For these reasons your permit application is hereby considered returned. Once you have
redesigned your project to address the problems and inadequacies with your application as it was
submitted, you will need to reapply for DWQ approval. This includes submitting a complete
application package with the appropriate fee.
