PROJECT SUMMARY: The applicants propose to excavate a turning basin in an existing man-made canal. Reginald M. Fountain Jr. & Adele R. Harwell Beaufort County Project Setting Mr. Fountain and Mr. Harwell are requesting a CAMA Major Development Permit to excavate a boat basin on adjoining lots on a man-made canal that flows to the Pamlico River. The project site is located off Whichard's Beach Road (SR1166), on Beach Place Road, near the town of Chocowinity, in Beaufort County North Carolina. The lots are along the south side of the man-made canal across from the existing home sites of Mr. Fountain and Mr. Harwell. No man-made features exist on the site at present, however a large boathouse belonging to Mr. Harwell is present in the northeast corner of the man-made canal opposite the project site. The project site is bordered to the east by the man-made canal and Beach Road. To the west, the project site is bordered by undeveloped lots. The Old Fort Shores subdivision is the nearest developed area west of the project site. The north side of the man-made canal is stabilized by bulkhead on several of the lots. Several boathouses and docks are also located on the north side of the man-made canal. Vegetation on the project site and adjoining properties to the west consists of hardwood swamp species dominated by Bald Cypress, Black Gum and herbaceous wetland plant species. The waters of the Pamlico River are classified SC-nutrient sensitive waters by the North Carolina Environmental Management Commission and is not open to shellfishing. Water depths along the man-made canal range from -5' to -6' at the project site. The man-made canal flows west for ±560' from the project site to intersect with the ±260' long entrance canal to the Pamlico River. Maintenance excavation was recently completed on the ±260' long entrance to bring the canal depth down to -5', the connecting depth of the Pamlico River at this location. This work was permitted under CAMA General Permit #50073 issued on 8 May 2008. Due to the fact that the project site is a wooded wetland and not suitable for building, no proposals for waste treatment systems or impervious surface are included with this application. Project Description Mr. Fountain is owner of Fountain Powerboats, a manufacturer of large (greater than 35' long) vessels. Mr. Fountain routinely has a large powerboat moored in the man- made canal behind his home. At present, the man-made canal is not wide enough to turn one of these large vessels without kicking the bottom on the south side of the canal. To facilitate the turning of these large powerboats the applicants propose to excavate a f 140' long by ±40' wide by -6' (±1200 yd') deep turning basin. The turning basin will be located in the northeast corner of the project site where the canal makes a 90 degree turn south. The turning basin will be a rough semi-circle in shape. The applicants propose to slope the side walls of the turning basin on a ratio of 4 feet vertical to 5 feet horizontal to stabilize the shoreline. The proposed excavation will be undertaken by an excavator located on a barge. Spoil material will be placed in a structurally tight hopper on the same barge to be transported to a truck to be hauled away. Disposal of the spoil will take place on a high ground site away from the project site. The disposal area is owned by Mr. B.E. Singleton and a consent agreement is included with the application. Anticipated Impacts The project as proposed will result in the excavation of t5,500ft2 of (±1,200 yd-1) wooded wetlands. The project as proposed will result in localized turbidity as a result of the construction activities. Harwell Joint Application June 3, 2008 Old Forte Shores Beaufort County This is a project to widen a man made canal having 6 feet of water depth from 50 feet wide to 90 feet of width over a 140 foot length in order to establish a boat turning basin for boats as much as 65 feet long. The widening excavation is to be unbulkheaded in 404 wetlands which are no more than 2 feet in elevation above the normal water mark. The excavation will be sloped to a 4 vertical to 5 horizontal grade which is flatter than 45 degrees. This will preserve the same wetland to standing water relationship as presently exists. Excavated material will be hauled off site to a permitted site owned by B. E. Singeton and Sons, Inc. Excavation will be by barge mounted backhhoe into a barge mounted hopper for transfer to trucks.
