I, as a duly registered essional Engineer in the
State of No C ins, having been authorized to observe eriodicall eekly1f ill time) the
construction of the modifications and improvements to the Moncure ywood Wastewater Treatment
Plant, located in Chatham County, hereby state that, to the best of my abilities, due care and diligence
was used in the observation of the following construction:
Installation of four (4) new 4,000 gal in ground concrete tanks with above ground manway
access, internal filters, piping, and other controls to support operation of new treatment plant;
installation of four (4) new submersible 29 GPM at 65 ft TDH dosing tank pumps, piping, and
controls; installation of eight (8) new 7.5ft x 7.5 it x 3 ft E -Z Treat Treatment Pods each with
a media mattress and buoyancy anchoring, piping, auto dialer, and controls; installation of one
(1) new UV disinfection system consisting of dual two bulb units, one unit is back up, with
monitoring/control system to switch to backup unit and provide alarm when low intensity is
detected, enclosed riser housing with concrete foundation, two (2) W spare bulbs, and piping;
installation of one (1)pew 2,000 gal in ground concrete effluent pump task with above ground
manway access; installation of two (2) new submersible 29 GPM at 65 ft TDH effluent pumps,
piping, and controls; installation one (1) new effluent meter; installation of new, 2 in diameter
effluent force mean. installation of one (1) new floating 51 GPM at 13 ft TDH lagoon decant
pump, piping, flow meter, and controls; in conformity with the project plans, specifications,
and other supporting data subsequently filed and approved by the Department of
Envi tel ual't

Note: Upon startup of this new treatrnent facility compliance with the new treatment NPDES
limits commence and no direct discharge from the facultative pond are allowed. Receipt of the POOP
Engineer's Certificate confirm the new treatment facility is in service.
I certify that the construction of the above referenced project was observed to be built within substantial
compliance, intent and in conformity with all applicable regulations and statutes and the project plans,
specifications, and outer supporting documentation comprising the Authorization to Construct Permit
Application package.
