Box 326 Boonville, NC 27011-0326 RECEIVED/NCDEQ/DVVR SUBJECT: Compliance Evaluation Inspection MAR 2 4 2t ].- Boonville Wastewater Treatment Plant NPDES Permit: N00020931 Water Quality Yadkin County Permitting Section Dear Mr. Hunter: Ron Boone of the Winston Salem Regional Office (WSRO) of the North Carolina Division of Water Resources (DWR or the Division) conducted a compliance evaluation inspection of the Boonville Wastewater Treatment Plant on March 8, 2016. The assistance and cooperation of Jeff Jones, Operator in Responsible Charge (ORC), was greatly appreciated. An inspection report is attached for your records and the inspection findings are summarized below. The Boonville Wastewater Treatment Plant is located at 456 Lon Avenue, at approximate coordinates 36.246177°,-80.707273°, in Boonville,Yadkin County, North Carolina.The Town of Boonville is authorized to operate this 0.2 million-gallon-per-day (MGD) wastewater treatment plant, which consists of a bar screen, splitter box, comminutor, aeration basins, secondary clarifiers, UV disinfection, digesters, sludge drying beds, and flow measurement, and discharge treated effluent from outfall 001 of said treatment works, which is located approximately 250 feet east of the treatment works at approximate coordinates 36.246536°,-80.706452°, into Tanyard Creek, which is currently classified as Class C waters and is located in the Yadkin Pee-Dee River Basin. SITE REVIEW Mr. Boone reviewed the entire plant with Mr. Jones. Everything was in good condition and well maintained. The effluent was clear and there was no foam at the discharge point into Tanyard Creek.The discrepancies Mr. Boone noted are as follows: 1. As also noted in last year's inspection, influent sampling is not flow proportional as required by the permit. There is no influent flow meter. The Town may wish to request exemption from this requirement from the Division. To do so, please send us a letter requesting this exemption with sufficient justification. DOCUMENTATION REVIEW All documentation for the plant was reviewed, including operator visitation logs,operation and maintenance logs, laboratory bench and field sheets, discharge monitoring reports, chains of custody, and contract laboratory reports. No discrepancies were noted. All required records were present, readily available, and complete. Mr.Jones and his operators are doing a good job operating and maintaining the plant. Please remember that in accordance with NC General Statute 143- 215.6A, violations of the permit are subject to enforcement actions not to exceed $25,000 per day,per violation.
