Dear Mayor Hunter:
A letter of request for an Authorization to Construct was received April 29, 2016, by the
Division of Water Resources (Division), and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted for the
construction of modifications to the existing 0.20 MGD Boonville WWTP, with discharge of
treated wastewater into the Tanyard Creek in the Yadkin Pee-Dee River Basin.
This authorization results in no increase in design or permitted capacity and is awarded for
the construction of the following specific modifications:
Installation of a new influent mechanical incline bar screen rated for 0.5 peak
hourly flow with pivot base,basin,chute discharge to solids storage bin,and solids
storage bin containment,piping,and controls;decommissioning of the existing bar
screen bypass; installation and operation of a temporary 63,000 gallon EQ influent
system consisting of 3 tanks,a portable diesel pump,piping,and controls to sustain
treatment performance while each individual treatment train is out of service short
term for maintenance; in conformity with the project plans, specifications, and
other supporting data subsequently filed and approved by the Department of
Environmental Quality.
Note: There are several other activities associated with the new constructions
which are considered maintenance items and do not require Authorization to
Construct approval.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of
NPDES Permit No. NC0020931 issued effective February 1, 2015, and shall be subject to
revocation unless the wastewater treatment facilities are constructed in accordance with the
conditions and limitations specified in Permit No. NC0020931.

Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division in accordance with North Carolina
General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies(local, state, and federal)which have jurisdiction.
