RE: 316(b) Preliminary Determination
Permit No.NC0005266 MAR 1. 3 2015
Louisiana-Pacific Corporation
Water Quality
Ms. Rodriguez, Permitting Sectior
In response to your letter dated February 25, 2015, Louisiana Pacific does not believe that it is
subject to the new cooling water intake rule and provides the following data in support:
1. Design intake flow for your facility.
Pumping Capacity of LP's intake pumps—4.0 MGD(million gallons per day)
2. Actual intake for your facility(average volume of water withdrawn on an annual
basis over the past three years)
Year Avg. Daily Withdrawal Days per year
2014 2.64 MGD 332
2013 2.61 MGD 333
2012 2.45 MGD 303
Average daily withdrawal over last three years-2.57 MGD for an average of 323
days/year.
3. Percent of the water withdrawn on an actual intake flow basis used exclusively for
cooling purposes.
LP uses virtually all of the water withdrawn for use in its hardboard manufacturing
process. LP has only 1 small, closed loop cooling tower. Make-up water usage for this
tower is less than 1%of the water withdrawn.
As you can see from the above, LP's water use for cooling purposes if well below the minimum
threshold to be subject to this rule. Please call me at 336 696-3464 if you have any additional
questions.
Sincerely,
4/
