Cape Fear Steam Electric Plant NPDES Permit NC0003433 NPDES Permit Application —Outfall Relocation Dear Mr. Poupart: Duke Energy Progress, Inc. (Duke Energy) hereby requests that Outfall 005 in the Cape Fear Steam Electric Plant's NPDES permit be relocated from its current location to a location along the discharge canal southeast of the existing Outfall 005. The relocation of this outfall is needed to support both bulk and interstitial dewatering activities of the 1985 ash basin. In addition Duke Energy also requests relief from the 1 foot per 7 days drawdown limit in the decant letter dated 17 December 2015. In order to begin facilitating bulk dewatering of the 1985 ash basin into the discharge canal and ultimately though Outfall 007, Duke Energy will need to install a waste water treatment system. The wastewater treatment system is needed to comply with the provision in the decant letter dated 17 December 2015, that states water quality standards in the receiving stream shall not be contravened. In this scenario decanted bulk water will be pumped from the basin to a treatment system approximately 2,000 feet southeast of the Outfall 005 outfall along the discharge canal. The treated waste water would then be discharged into the effluent channel at a location near the treatment unit ( see the attached photo). The relocation is needed because of site constraints for the placement of the treatment unit. Duke Energy received a COAR from NCDEQ's Dam Safety in May requiring a quick drawdown of the 1985 basin if the level exceeds elevation 178.0' due to a storm event. The COAR requires returning the water level in the basin to the approved Dam Safety level within a 15-day period. This would require lowering the basin at a level of greater than 1-ft per 7 days as stated in the decant letter dated 17 December 2015. By this letter Duke Energy is requesting relief from the 1 foot per 7 days drawdown limit to comply with the Dam Safety COAR. This change would be in alignment with the Sutton NPDES permit that states, "The drawdown rate shall not exceed 1 foot/week to maintain the integrity of the dams, unless approved by the DEQ Dam Safety Program"for both bulk dewatering and interstitial dewatering.
