(1) EFFLUENT LIMITATIONS.AND MONITORING REQUIREMENTS Beginning on January 1, 2010 and lasting until expiration, the Permittee is authorized to discharge non-contact cooling water from Outfall 001 and 002. Such discharges shall be limited and monitored by the Permittee as specified below: EFFLUENT LIMITATIONS MONITORING REQUIREMENTS. Effluent monitoring requirements apply only if non-contact cooling water is discharged via Outfalls 001/002. If non-contact cooling water is not discharged during a particular month,the permittee should write"No Flow"on the submitted Discharge Monitoring Report(DMR). Effluent Sampling Point=Outlet of the cooling tower blowdown,prior to comingling with the other waste streams. 2. TRC monitoring requirements apply only if chlorine is added to the cooling tower. The Division shall consider all effluent TRC values reported below 50 ug/1 to be in compliance with the permit. However,the Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory(including field certified),even if these values fall below 50 ug/1. 3. The temperature of the effluent shall not cause an increase in the temperature of the receiving stream of more than 2.8°C,and in no case cause the ambient water temperature to exceed 32°C. THERE SHALL BE NO DISCHARGE OF FLOATING SOLIDS OR VISIBLE FOAM IN OTHER THAN TRACE AMOUNTS. A. (2) BIOCIDE CONDITION There shall be no chromium,zinc or copper added to the treatment system except as pre-approved additives to biocidal compounds. The permittee shall obtain approval from the Division's Aquatic Toxicology Unit prior to the use of any biocide(not previously approved by the Division)in the effluent discharged under this permit. Approval for use of any biocide not previously approved should be requested at least 90 days in advance of any planned usage. The current NPDES Permit NC0001058 which became effective January 1, 2010 requires sampling of ethylene glycol in discharge in Footnote 4 in Section A.(1). This footnote reads as follows: Ethylene glycol monitoring is imposed for the purpose of evaluating ethylene glycol discharges from this facility and resulting impacts on receiving waters. Upon petition from the permitee and at such time as all sources of ethylene glycol discharges are eliminated or analytical data collected for a period of at least 2 years under the terms of this permit indicate no significant water quality concerns, the requirements for ethylene glycol monitoring shall be evaluated and modified accordingly. DSM Pharmaceuticals is submitting the most recent data set from August 2007 to October 2009, a period of 27 months, of analytical data for review. After October 2009 until November 2011, cooling tower discharge were sent directly to the POTW, due to lack of ability to dechlorinate the discharge. In November of 2011, the ability to dechlorinate the discharge was achieved. The analytical data demonstrates that there is not a threat of discharging ethylene glycol from the facility. Over the 27 months of sampling data supplied there was only one time that this parameter was detected and it is believed that it may have been due to runoff from the adjacent parking lot. Upon review of the data by NCDENR, DSM Pharmaceuticals, Inc would like to request the removal of this sampling requirement. If there are any other question you can contact me if needed.
