Dear Mr.Powell:
In accordance with the application for discharge permit received on August 24, 1999,the Division is
forwarding herewith the subject NPDES permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S.Environmental Protection Agency dated December 6, 1983.
The following items from the DRAFT permit have been retained in this FINAL permit:
• Change in monitoring frequency from Weekly to Monthly,based on discharge of non-contact
cooling water.
• Delete instream(upstream,downstream)monitoring requirement for temperature.
• Add footnote to Effluent Limitations page that "No Flow" should be reported on monthly
Discharge Monitoring Reports when non-contact cooling water has not been discharged through
Outfalls 001/002. Currently Monthly DMRs appear to reflect chemical data on stormwater flow
and groundwater baseflow rather than non-contact cooling water. This permit requires
monitoring only for the non-contact cooling water discharge. This facility also has a separate
permit for stormwater discharges.
• Since ethylene glycol is still used at this facility, and since there is no data indicating it will not be
present in non-contact cooling water discharges,the ethylene glycol monitoring requirement
remains in this permit. If future operations remove the ethylene glycol source,or if future DMR
data for non-contact cooling water indicate that ethylene glycol is no longer present in the
effluent,then the permittee may petition the Division to have this parameter removed from the
permit.
• Change in the permit expiration date to October 31,2004.
If any parts,measurement frequencies,or sampling requirements contained in this permit are
unacceptable to you,you have the right to an adjudicatory hearing upon written request within thirty(30)
days following receipt of this letter. This request must be in the form of a written petition,conforming to
Chapter 150B of the North Carolina General Statutes,and filed with the office of Administrative
Hearings,Post Office Drawer 27447,Raleigh,North Carolina 27611-7447. Unless such a demand is
made,this permit shall be final and binding.

Accordingly,we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
If any parts,measurement frequencies or sampling requirements contained in this permit are unacceptable to
you,you have the right to an adjudicatory hearing upon written request within thirty(30) days following receipt of
this letter. This request must be in the form of a written petition,conforming to Chapter 150B of the North
Carolina General Statutes,and filed with the Office of Administrative Hearings (6714 Mail Service Center,Raleigh,
North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be
required.

SECTION A(1). EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Beginning on the effective date of this permit and lasting until expiration, the Permittee is authorized to discharge
non-contact cooling water from Outfall 001 and 002. Such discharges shall be limited and monitored by the
Permittee as specified below:

1. Effluent monitoring requirements apply only if non-contact cooling water is discharged via Outfalls 001/002. If non-
contact cooling water is not discharged during a particular month,the permittee should write"No Flow"on the submitted
Discharge Monitoring Report(DMR).

3. TRC monitoring requirements apply only if chlorine is added to the cooling tower.
4. The temperature of the effluent shall not cause an increase in the temperature of the receiving stream of more than 2.8°C,
and in no case cause the ambient water temperature to exceed 32°C.
5. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
6. Ethylene glycol monitoring is imposed for the purpose of evaluating ethylene glycol discharges from this facility and
resulting impacts on the receiving waters. Upon petition from the permittee and at such time as all sources of ethylene
glycol discharges are eliminated or analytical data collected for a period of at least 2 years under the terms of this permit
indicate no significant water quality concerns,the requirements for ethylene glycol monitoring shall be evaluated and
modified accordingly.
There shall be no chromium,zinc,or copper added to the discharge except as pre-approved additives to biocidal compounds.
The permittee shall obtain authorization from the Division prior to the use of any chemical additive in the discharge. The
permittee shall notify the Division in writing at least 90 days prior to instituting use of any additional additive in the discharge
which may be toxic to aquatic life(other than additives previously approved by the Division). Such notification shall include
completion of Biocide Worksheet Form 101 (if applicable),a copy of the MSDS for the additive,and a map indicating the
discharge point and receiving stream.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

PROJECT NOTES
Summary
• Facility currently discharges process wastewater and non-contact cooling water to the municipal
POTW(Greenville Utilities Commission). They want to retain individual NPDES permit for
discharge of non-contact wastewater for emergency situations and future(if POTW can't handle).
• Parkers Creek is not 303(d)listed. Tar Pam Basin Plan(1999)lists no specific management
strategies for this waterbody.
Permit Issues
• Current DMRs list average monthly flows of 0.2-0.6 MGD. Since they are not currently discharging
wastewater,this flow apparently represents site drainage and baseflow(per Drew Reyes,3/6/00).
Add permit language so they report"No Flow"on DMRs when non-contact cooling water is not
being discharged.
• Ethylene glycol was added to last permit since it was used in jackets in the non-contact system to
reduce water usage. A permit Special Condition provides for removal of parameter if conditions
change. Permittee indicates ethylene glycol is still used,and DMR data is not appropriate to
evaluate,since it is diluted by other sources. Therefore,keep requirement in permit.
• Reduce monitoring frequencies to monthly,which are closer to GP requirements.

• The 1999 DMR data are not applicable,since it includes stormwater and groundwater contributions.

Petition to Remove Ethylene Glycol Monitoring
Dear Mr.Belnick:
Catalytica's current NPDES Permit,No.NC0001058,and the draft permit for renewal both contain monthly
ethylene glycol monitoring requirements. Both the current permit and the renewal draft also contain a provision for
petitioning the Division for removal of this requirement. Catalytica obtained ownership of the Greenville site in
August of 1997. We have reviewed the DMR reports from that time and there has not been a single detection of
ethylene glycol in the discharge from the plant. The data is summarized below. This represents 32 months of data
without a detection and more than meets the two years worth of data required for this petition and indicates that
there is no significant water quality concern. Catalytica is formerly requesting that the monthly ethylene glycol
monitoring requirement be removed during the renewal process that is currently in progress.

Renewal Request
Dear Mr. Weaver:
By way of this letter and as required by North Carolina Administrative Code 15A NCAC 2H.0105(e),
Catalytica is formerly requesting renewal of NPDES Permit NC0001058 for the discharge of wastewater to
Parker's Creek.
Currently Catalytica is not discharging cooling tower water to Parker's Creek. However,Catalytica wishes
to continue to have the ability to discharge cooling tower water to Parker's Creek. The only modifications
that have occurred since the last permit modification are the water treatment chemicals used in the cooling
towers. The following chemicals are currently used in the cooling towers:
• Spectrus NX1100—Biocide
2-bromo-2-nitropropane-1,3-diol
magnesium nitrate
5-chloro-2-methyl-4-isothia7olin-3-one

Sludge Management
Catalytica's wastewater pretreatment facility utilizes an activated sludge system. Sludge from the final
clarifiers that is not returned to the aeration basins for biomass is pumped to a gravity thickener tank
Sludge from the thickener tank is pumped to a belt press where it is mixed with polymer and dewatered.
The resulting sludge is approximately 11-13%solids and is conveyed to a roll off box. The sludge that is
generated is transported to the Bertie County landfill. Once each year a TCLP is performed on the sludge
to confirm that it is non hazardous.
