JAY ZIMMERMAN Director Subject: Request for Additional Information NPDES Renewal Application Ponzer WTP NPDES permit NCO077992 Hyde County The Division has reviewed your application, received on May 12, 2014, for renewal of NPDES permit NC00877992. To enable us to complete our review in accordance with N.C.G.S. 143-215.1 and 15A NCAC 2H.0105, please provide additional or revised information to address the following comments: 1. Please provide five (5) days of Total'Hardness (CaCO3 or (Ca + Mg)) data for the water treatment plant effluent and upstream (if available) from Outfall 001 for the unnamed tributary (UT) to Pungo Lake Canal. The NC 2007-2014 Water Quality Standard (WQS) Triennial Review was approved by the NC Environmental Management Committee (EMC) on November 13, 2014. The US EPA subsequently approved the WQS revisions on April 6, 2016 with some exceptions. The NC Division of Water Resources NPDES Permitting Unit is required to implement the new dissolved metal standards in all', permits public noticed after April 6, 2016. The new standards for most metals include acute standards. Furthermore, the freshwater standards for several metals are expressed as the dissolved form of the metals, and seven metals have hardness - dependent equations. As a result, the NPDES Permitting Unit will need site-specific effluent hardness data and instream hardness data, upstream of the discharge, for each facility monitoring these metals in order to calculate permit limitations. The metals of concern for Ponzer WTP permit are Total Copper and Total Zinc. A Reasonable Potential Analysis (RPA) was conducted for Total Copper data (Jun2012 Nov2016) and results indicated the potential to exceed the water quality standard for aquatic life. As a result, a daily maximum limit of 10.47 µg/l (acute total allowable metal concentration) and a monthly average limit of 7.88 µg/l (chronic total allowable metal concentration) for Total Copper would be added to the permit for renewal [see RPA attachments]. As a result, a daily maximum limit of 125.7 gg/1(acute total allowable metal concentration) and a monthly average limit of 125.7 gg/1(acute total allowable metal concentration) for Total Zinc would be added to the permit for renewal [see RPA attachments]. Please note that the hardness -dependent water quality standard for zinc typically results in a more stringent permit limit for the acute total allowable metal verses the chronic. In this situation, use the acute total allowable metal concentration (permit limit) as the limitation for the Daily Maximum and the Monthly Average. Additionally, review of previous permit renewal indicated that the outfall discharges into a field drainage ditch that is under zero flow conditions (7Q10/30Q2 =0). Since there is no stream flow at the point of discharge, the RPA does not apply any instream dilution and a default upstream hardness of 25 mg/L is used in the calculation of effluent limits. If no response is received within 60 calendar days [per 15A NCAC 211.0107(b)], the permit will be renewed without the benefit of the requested additional information. Therefore, a default effluent hardness of 25 mg/L (CaCO3 or (Ca + Mg)) would be used to calculate effluent limits as described above for Total Copper and Total Zinc.
