Hello,
First—This email is to provide notification that the NCDOT Ferry Division plans to perform maintenance dredging at the
Southdock Ferry Terminal. This dredging project will be completed by the Marine Maintenance crew. Dredged material
will be pumped through the pipeline of our pipeline dredge and into the Southdock Spoil site. This spoil site is used by
the NCDOT Ferry Division for every dredging project and it does have enough room to hold the estimated amount of
material that will be dredge. The spoil site is located on National Park Service land which requires us to obtain a Special
Use Permit and we are also required to give them notice of any upcoming work 2 weeks before hand. We do have the
SUP. We anticipate starting this project as soon as possible with an estimate of starting in 2 weeks.
The proposed area that is being dredged has been dredged many times before under our current permit. We recently
completed a dredging event here but since Hurricane Matthew the dynamic of the area has changed and the tide and
shoals are causing this area to fill in very quickly. The approach channel has become too narrow for incoming and
outgoing ferries to pass without concern. As of 01/05/2017 we are at a critical status for this ferry terminal and will
shorting be in an emergency status.
The dredging project will remove approximately 5,000 cubic yards of material, which will be placed into the Southdock
Spoil Site, and will allow for easier and safer passage to and from the ferry terminal. Dredging operations will be kept 10'
off of the bulkhead. Dredging will be to the permitted depth of 12 feet. Current depth ranges from 7' to 4'. Attached is a
survey map that outlines that area that we are to dredge. The survey says that there is 39,693 cubic yards of fill in this
area but for this event we will be concentrated on the "hump" in the middle of the approach channel.
Second — Since Hurricane Matthew the dynamics have changed drastically in this area. As I explained in the notification
letter we recently dredged the approach channel and it has already filled back in to the point that we are in a critical
status with an emergency status coming soon. The tide is flowing through this area at a higher rate and moving more
sand into the approach channel. This is causing travel to become unsafe for not only the employees, incoming and
outgoing ferries but also for the general public. To reduce the impacts of this situation we are looking to permanently
expand our permitted channel width an additional 75' just in the critical area. The critical area is where the "hump" is on
the attached survey. Increasing the width will allow for more time in between dredging events and also give the ferries
more room to maneuver safely. What are the best steps to take in acquiring a channel widening permit?
