The boat ramp will be stabilized on the upstrearn side by a ± 135'vinyl groin of which ± 70M be below the normal water level. The applicant proposes to stabilize the shoreline both upstrtani and dwvn of the boat ramp with ±25'of vinyl bulkhead for a total of ±501inear feet. The alignment of the proposed bulkhead will approximate the normal water level. A f 50'long by t 15'wide paved road will allow access from the turn around area to the boat ramp. The turn around has a dedicated area for golf cart parking. The applicant proposes to reduce surface run off from the turn around area by diverting stormwater to a constructed rain garden for infiltration. The rain garden will be constructed in the center of the turn around outside of the Public Trust Shoreline Area of Environmental Concern and will be ±3,750ft2 in size. As proposed, the rain garden will be constructed using a combination of water control structures, soil modifications, and vegetative plantings. Anticipated impacts The construction of the pier, platform and finger piers will result in the shading of f 1,432 ft2 of creek bottom. The proposed boat ramp will result in the filling of ±1,050ft2 of creek bottom. The vinyl groin will result in the filling of f 70ft2 of creek bottom. Shoreline stabilization will result in the filling of ±50ft2 of creek bottom. The boat ramp access road will increase the amount of impervious surface within the Public Trust Shoreline by ±750ft2 or +-0.005% The project as proposed will result in localized turbidity as a result of the construction activities. Subdivision Overview Bridgewater North is a subdivision that completed construction in July 2007. The property is located on the west bank of Bath Creek, approximately 1/4 mile north of NC Highway 92. It is made up of 45 lots on approximately 149 acres. Of the 149 acres, 60.4 acres or 40% of the site have been reserved for common area and cannot be developed. Some of this common area has been converted into horse pasture, eliminating the need for agricultural fertilizers and pesticides previously used on the fields. Existing Permits Permits issued for the project are: Driveway & Encroachment On-site Septic Permit Stormwater Permit Wetland Crossing Permit Erosion Control Permit Common Area Overview NCDOT Beaufort County NCDWQ Corp of Engineers NCDENR The common area for the boat ramp is 2.79 acres and contains a mixture of open field, wooded areas, 404 wetlands and coastal marsh. The wetlands and marsh areas have been delineated and approved by the required authorities. The detailed delineation of these areas are shown on the enclosed site plan and the recorded map. 0 1 of I • The stormwater permit allows for up to 0.55 acres of impervious, of which the project will require 0.46 acres of impervious surface. Scope of Work The application proposes the construction of a private suspended boat ramp and a private pier with two slips to serve the subdivision only. Only in the event of an emergency can the Town of Bath use the boat ramp to remove boats from the water. The ramp will be supported on wood pilings until the water depth becomes deep enough to launch a boat. The ramp is supported to minimize the disturbance of the creek shore and the amount of concrete used for the ramp. The Town of Bath has approved the ramp and limited the pier to only two slips. The patio area on the pier will be 400 square feet and will not be covered. Rain Garden Per William Smith's report, instead of allowing stormwater to flow directly into Bath Creek, a rain garden is proposed in the center of the turnaround. The turnaround itself will be elevated so the only water that drains directly into Bath Creek is on the boat ramp. All other paved areas will flow into the rain garden. The rain garden, through the use of modified soil and special plantings, will allow the stormwater to pond in the middle and allow the garden to slowly filter the water through the soil. The UNC Coastal Studies Institute was very helpful in the design of this feature. Signage • There will be small signs displayed at the rain garden that will increase public awareness. The signs will provide a brief description of the measure and how it works. I look forward to working Division of Coastal Management on the approval and implementation of this project. (ACC), conducted an archaeological survey of the Common Area tract in the Bridgewater North residential development. The project tract is located in Beaufort County, North Carolina and this investigation was conducted on behalf of Barton Development Group. The goals of this investigation were to identify all archaeological resources located within the project tract and to evaluate the research potential of these resources based on National Register of Historic Places (NRHP) criteria. Research conducted at the North Carolina Department of Cultural Resources in Raleigh did not identify any previously recorded cultural resources within the project tract. During the course of this investigation, one archaeological site was identified. The site, 311317416, is a small scatter of prehistoric artifacts that date to the Early Woodland Period. The majority of artifacts found at this site were collected from the eroding shoreline. Artifacts from shovel tests were sparse. This site has been adversely impacted by land use practices and extensive shoreline erosion and is recommended ineligible for the NHRP. Any proposed development of the Common Area tract at Bridgewater North will not impact significant cultural resources. We therefore recommend that clearance to proceed with proposed improvements be granted. • 0 oU-?6a3N12 April 17, 2007 Report to Barton Development Group: Suggestions to protect water quality in Bath Creek at the boat launching facility in the Bridgewater North development. William Kirby-Smith, Ph.D. Associate Professor of Marine Ecology Duke University Marine Laboratory Beaufort, NC 28516 Introduction Bath Creek is a large primary nursery area that extends north from the open waters of the Pamlico Sound. Primary nursery areas are places that larval and juvenile finfish and shellfish spend the early part of their lives before migrating to more open waters. Most estuarine and coastal species have larval stages in their life history that migrate into estuaries and up into the many small marshy creeks where they find food and shelter from predators. Most of these species move into the nursery in the winter and spring and then migrate out in the summer and fall as they become large enough to survive and reproduce. The value of these areas to sport and commercial fisheries is recognized by their identification (based upon historical sampling) by the North Carolina Division of Marine Fisheries. These areas have specific rules developed which protect the developing juveniles. . In estuaries, major impacts of degraded water quality can be observed in these primary nursery creeks as they receive drainage from adjacent and even remote lands. The single most important problem is that posed by the rapid inflows of freshwater following rainfall due to surface runoff from developed lands. In a natural landscape on the coast almost all rainfall is either evapo-transpired by vegetation (trees, shrubs, and grasses) or infiltrates into the groundwater and moves slowly through the soils to nearby streams and eventually into the estuaries. All land development (forestry, farm, suburban and urban) reduces the infiltration and increases the rate of surface runoff (Figure 1). The rapid flow of surface runoff can be considered a pollutant in and of itself by its alteration of the salinity of these creeks. The estuary becomes much fresher immediately following the rain and saltier in times between rains. Most of the species using the creeks are sensitive to the salinity and adjust their location in response to changes from the natural condition. Just as importantly, surface runoff carries sediments, nitrogen and phosphorus nutrients, fecal coliform bacteria, pesticides/herbicides, oils and grease and other pollutants into the estuary. Infiltration into the soils removes most of the pollutants and slows the flow of water. Furthermore, the Pamlico Sound and its tributaries rely upon wind tides for circulation and so the residence times for pollutants in estuarine creeks can be very long. 0 Figure 1. I base my recommendations to Barton Development with these goals in mind. Specific Recommendations for the Boat Launching Area (some pictorial examples follow • the recommendations) 1. Protect the erosional shore with a "living shoreline" in place of the proposed bulkhead. 2. The concrete pavement leading up to the shoreline of the launching ramp should be sloped landward (1"/10'?) and constructed of pervious concrete. 3. The trailer parking area and the golf cart parking area should be constructed of pervious pavers (concrete block or brick) 4. Drainage on the site should be encouraged to flow away from the shore and into swales at the edge of the 404 wetlands. The swales should be landscaped as "rain Gardens" and excess flow from the swales should be sheet flow into the 404 wetlands. 5. The entrance road should be sloped towards the wetland swales or into wide broad grassy swales that do not flow directly into the estuary. To the extent possible flows should be directed landward. 6. Appropriate turf grasses should be planted with the idea of minimum fertilization and pesticide applications. 7. If approved by the permitting agencies (US Army Corps of Engineers), the existing 404 wetland crossings by the access road(s) should have the upstream ends of their culverts fitted with flash board risers to retain as much runoff as possible from other developed sites in Bridgewater. 0 • • Technical Advice For further technical advice for the purposes of planning, permitting and construction I would recommend two principal contacts that can lead to other resources. In addition, these people can help with identifying programs that might provide matching funding for some of these recommendations. 1.
