The 2015 repair permit for this project (SAW-2010-01810) had the following permit condition: "Monitoring within the reach being repaired must be conducted for a minimum of one additional year beyond the monitoring required in the mitigation plan. Monitoring must include visual assessments conducted at least twice a year, and the installation and annual monitoring of at least two arrays of bank pins installed on the outer bends of the repaired reach (locations to be determined by DMS)." 1 Baker Engineering has provided the monitoring year 5 report to DMS. A hard copy was provided to Todd on Monday (Nov. 28, 2016) and an electronic copy is located on the DMS portal here: Blockedhttps://ncdenr.s3.amazonaws.com/s3fs- public/Mitigation%20Services/Document%20Management%20Library/Projects/Candiff_92767_MY5_2016.pdf Based the monitoring year 5 report, DMS plans to stop monitoring on the site with the exception of the repair area on stream reaches M1 and UT1. Invasives and beaver colonization will be suppressed through project closeout in 2018. A limited visual assessment report (including information on the installed bank arrays) will be provided in 2017. We believe this satisfies the permit condition and will allow the site to close in 2018. Please let me know if you have questions, comments or concerns. DMS will only be pursuing EII credit (2.5:1) for the repair area at closeout. This was the restoration approach and credit ratio stipulated in the original mitigation plan for this reach. Accordingly, we are requesting a less stringent monitoring requirement for the required additional monitoring year and will not be submitting a mitigation plan addendum for the project. Thanks.
