By SHAUN SAVARESE Of The Record Staff Harnett County Public Utilities Director Steve Ward presented to the Harnett County Board of Commissioners Monday morning a request for approval to enter into aleachate agreement with Charah Inc. It was unanimously approved. Charah is a total solutions company based in Louisville, Ky., and according to its website, it is the largest privately -held provider of coal combustion product management and power plant support services in the United States. It operates the Brickhaven facility in Moncure in Chatham County. At the last meeting of 2016, the board discussed'a services agreement for leachate disposal for the company. Coal ash leachate is water that has percolated through the coal ash and leached out some of the constituents. `"At that time, I gave some information to the board, talked about going through a Headworks Analysis at the South Harnett Plant located on Shady Grove Road and issuing an industrial user permit which the state was reviewing... ," Mr. Ward said. "The state has reviewed the draft permit. We're fine with the permit, they're fine with the permit, and so, we would like to go forward with the agreement if that is amenable to the board." The leachate from the Charah facility at the Brickhaven Mile in See Treat, Page 3 Treat Continued From Page One Moncure will be transported to the South Harnett Wastewater Treatment Plant in Anderson Creek. "We will treat that at the wastewater treatment plant at that time and we will dispose of the biosolids like we do everything else," Mr. Ward said. Mr. Ward said the annual permit is subject to review each year, facility biosolids will be monitored closely and he expects no detriment to them. Biosolids are organic matter recycled from sewage, especially for use in agriculture. "We will constantly be reviewing what happens ,through the treatment of this leachate," he said. "The agreement allows us to stop it if we deem it as being detrimental to our biosolids." The company will have the leachate pre-treated before it arrives in Harnett County. With mainly metals being processed out of the leachate, the plant's biosolids will need close monitoring to determine proper disposal methods. After the leachate is processed to safe and disposable waste, it will be drained into the Little River, south of the Anderson Creek water treatment plant. "We are not the only facility doing this, Sanford is currently doing this for Charah," Mr. Ward added. According to the agreement, Charah may deliver a maximum of 288,000 gallons and an average of up to 86,000 gallons per day of leachate to the plant. The company will pay the county a rate of $85 per 1,000 gallons delivered. The company will deliver using its own haulers or contr! act with a third -party hauler to perform the delivery service ! from Chatham County to the plant. Commissioner Barbara McKoy asked Mr. Ward if he foresaw any environmental issues regarding the treatment of Brickhaven Mine coal ash leachate at the South Harnett Wastewater Treatment Plant. Mr. Ward responded that he did not think so, that the matter would be closely monitored and he referred to the ability to exit the agreement in the event of such an issue. In Other Business: • Cape Fear LTC Pharmacy was granted a waiver of fees related to the use of the Commons Area where they will conduct training classes for staff of assisted living facilities located in Harnett County. • Harnett County General Services, Community! Development, was granted approval to use the 2016 essential single-family rehabilitation loan pool project that utilizes North -Carolina housing finance monies to fund the home rehabilitation of at least five homes within Harnett County. • Flu vaccinations and immunization prices were also increased. • Sheley Eldridge and Staci Parker have expressed interest in being appointed to the Harnett County Council for Women. Harnett County Health Director John Rouse requests that Dr. Laura Smith be appointed to replace Dr. Russ Warren whose term expired Dec. 31, 2016. The health director also requested Judy Herrin and Patricia Chalmers be re -appointed to serve on the Harnett County Board of Health. • Commissioner Barbara McKoy requested Paul McKoy be ap! pointed to replace Charles Moore to represent District 1 on the Harnett County Nonprofit Funding Committee.
