8. PROJECT SUMMARY: The applicant proposes to re -develop and improve the public boat ramp
located at 656 Island Drive, North Topsail Beach, which is referred to as the "West Onslow Beach
Boating Access Area" (WOBBAA). In addition, the applicant proposes to maintenance dredge the
existing canal, located immediately adjacent to the site.

9. PROJECT DESCRIPTION:
The project site is located at 656 Island Drive, adjacent to Stump Sound, in North Topsail Beach, Onslow
County. To get to the site from Wilmington, take NC Highway 17 north toward Jacksonville. Turn right
onto Old Folkstone Road (approximately 28 miles from Wilmington) and continue to the intersection of
Old Folkstone Road and NC Highway 210. Turn right and cross over the high rise bridge onto Topsail
Island. Turn left at the first paved entrance on the left known as "Shrimp Lady Lane" and the project site
will be located along the left hand side at the terminal end.
The project site is located within an NC Department of Transportation (NCDOT) right-of-way/easement.
However, permission has been granted by NCDOT, authorizing the NC Wildlife Resources Commission
to reconfigure and improve the existing public boat ramp. The subject tract is approximately 1 acre in
size, with approximately 435 linear feet of shoreline frontage along a man-made canal bordering the
AIWW and Stump Sound. Elevations at the site range from 3'-5' above normal high water (NHW) and
water depths average approximately -3.0' deep, relative to Normal Low Water (NLW). The property is
bordered by Alligator Bay and an undeveloped spoil island to the north, a man-made canal to the south,
the AIWW to the west and the Town of North Topsail Beach to the east. There is an existing paved road
(Shrimp Lady Lane) that leads from Island Drive to the subject property. Currently, the public boat ramp
facility consists of a gravel parking area, two -single ramps and one -floating dock. According to the
applicant, the existing concrete ramps and floating dock would be removed as part of this project.
As for the natural conditions at the site, the majority of vegetation consists of scrub type with a mixture of
coastal wetlands located along the southern and northern shorelines. Coastal Wetland vegetation in these
areas include: Salt Marsh Cordgrass (Spartina alterniora), Glasswort (salicornia spp.), Spike Grass
(Distichlis Spicata) and Salt Meadow Grass (Spartina patens). The Coastal Wetlands on site range in
width from 2' to 150'. It should be noted the areas in the immediate vicinity of the existing and proposed
ramp(s) are void of any Coastal Wetlands. Cobble to boulder size rubble exist along the shoreline within
the transition zone between the normal low water (NLW) line and the edge of high ground.
The Onslow Land Use Plan classifies the upland areas of this project as conservation. The waters of the
project site are classified as SA-ORW by the NC Division of Water Quality. The NC Division of Marine
Fisheries HAS designated this area of Stump Sound as a Primary Nursery Area, and the waters adjacent
to the proposed project are OPEN to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant proposes to re -develop and improve the public boat ramp located at 656 Island Drive, North
Topsail Beach, which is referred to as the "West Onslow Beach Boating Access Area" (WOBBAA). In
addition, the applicant proposes to maintenance dredge the existing canal, located immediately adjacent to
the site.
As proposed, the applicant would eliminate the existing two-lane concrete boat ramp and floating dock
and replace the floating dock only, abandoning the existing ramp. The new floating dock would be
installed in the same location as the existing dock and would include two -8' x 20' sections bolted end -to -
,end, totaling 8' x 40'. The concrete which comprises the boat ramp would be removed and the bottom
contour would be maintained at its current depth through the proposed maintenance dredging activities. In
this location, the proposed floating dock would be positioned so that the terminal end of the float would
not extend beyond (waterward) the existing bridge bent (footer) which is located within the man-made
canal.

Re -development of the subject property would include paving the existing gravel drive and parking area,
designating lanes for single and trailer parking (to include handicap), creating a "no parking/tie down
lane", installation of a kiosk (sign) near the new ramp and installation of a new two-lane ramp with single
floating dock.
Beginning along the entrance to the ramp, the applicant proposes to grade and pave the existing gravel
parking area, which is an area approximately 85' x 340', or 28,900 sq. ft. Currently, there are no
identifiable, or designated parking spaces, and the applicant proposes to improve parking by creating both
single vehicle and trailered spaces using lanes and wheel stops. In total, twenty-seven (27) parking spaces
would be created as part of the renovation, including the handicap space located at the far end of the
property, immediately adjacent to the proposed ramp. The remaining twenty-six (26) parking spaces
would be located along the northern edge of the property, adjacent to the existing guard rail. A 10' x 120'
tie -down area would be created along the southern portion of the parking area, at the base of the proposed
ramp, and a small kiosk would be installed just to the west. According to the application package, the
overall percentage of impervious coverage within the Coastal Shoreline Area of Environmental Concern
(AEC), as a result of the proposed project, would total approximately 75%, with roughly 31,288 sq. ft.
being graded, filled and/or disturbed. The re -development plan would result in a net reduction of
approximately 778 sq. ft. of impervious coverage. On November 7, 2016, NCDEMLR's Stormwater
Section authorized the proposed project as a redevelopment — State Stormwater exclusion, subject to
project no. SW8090804.
The proposed ramp would be located in the far northwest corner of the property and would consists of
two concrete launch/retrieval ramps and one floating dock. As designed, the boat ramps would include a
single 20' x 38' concrete pad, placed at the top of the ramp, and two -15' x 75' concrete strips (ramp
proper) along either side of the ramp approach and floating dock. An 8' x 40' floating dock (2-8' x 20'
sections) would be installed between the two ramps, which would span toward the south, into the man-
made canal. As shown on the attached workplan drawing (Sheet No. PD -2.0), the floating dock would
terminate along the alignment of the existing bridge bents; however, the proposed concrete ramps would
extend approximately 12'-15' beyond. This length appears to be necessary in order to gain the correct
"rise/run" of the ramps. Approximately 2,014 sq. ft. of shallow bottom habitat would be impacted as a
result of the proposed boat ramp(s).
In addition to the proposed ramp(s), floating docks and parking areas, the applicant proposes to
maintenance dredge the majority of the man-made basin, or at least the center line of the canal and
connecting areas surrounding the ramps and dock. As proposed, a 15'x 930' cut would be made along the
center of the canal, within the confines of what appears to be the "historical" limits of dredging. The
dredge cut would originate from the area surrounding the existing boat ramp and would continue toward
the west, ultimately tapering off along the edge of the AIWW. Existing depths within the footprint of the
proposed dredge cut average approximately -1.5' (NLW), and the applicant proposes to deepen the cut to
a depth of approximately -5.0', NLW. The proposed dredge cut does not appear to include any beds of
submerged aquatic vegetation, no shellfish beds, and no Coastal Wetlands. In total, approximately 920
cubic yards of dredge spoil material would result from the project, all of which would be transported, via
roadway, to the Onslow County landfill
10. ANTICIPATED IMPACTS:
The proposed NCWRC - West Onslow Beach Boating Access Area re -development plan would disturb
approximately 2,014 sq. ft. of previously disturbed shallow bottom area (due to ramp installation), and
would incorporate approximately 960 sq. ft. of open water area (floating dock construction).

The proposed parking area would result in the grading and paving of approximately 31,288 sq. ft. of
highground. The proposed maintenance dredging/excavation would result in the removal of
approximately 920 cubic yards of material from an area measuring 15' x 930' x -5.0'. The open water
structures would be located within the applicant's area of riparian access. Minor increases in turbidity
should be expected during construction/development.

Project Summary:
The West Onslow Boating Access Area project it located at the end of Shrimp Lady
Lane. off of Island Drive (NC Highway 210). in North Topsail Beach, NC. The current
property is a gravel parking area with a two lane concrete boat ramp and wood floating
dock. The ramp is on an unnamed channel that is approximately 1000' in length from the
Intracoastal Waterway. The access area is open 24 hours a day, 7 days a week free of
charge to the boating public. The area is unmanned and receives routine maintenance at
two week intervals during boating season. The current conditions of this site are .
substandard, and at this time NC Wildlife would like to complete a renovation of the
access area to bring it up to the current access area standards.
This property is within the NCDOT Right -of -Way of Island Drive/Highway 210 and
NCWRC holds an encroachment agreement with NCDOT to operate & maintain the
boating access area. NCWRC received a CAMA permit for construction of the boat ramp
facility and dredging of the channel in 1984. Other CAMA permits have been granted
since for dredging of the access channel and upgrades to the boat ramp and floating dock.
This project involves the renovation of the current WRC boating access area. This site
renovation will include a new, relocated double lane launch ramp, floating dock, a new
ADA accessible parking space, a re -built floating dock in the location of the old ramp,
and dredging. Construction will also include the asphalt paving of the gravel parking lot..
Impervious Surface:
The total project area within the NCDOT Right -of -Way is 42,003 sf (.96 acres). The pre -
development impervious surface on the site is 32,006 sf (76.68 %). The post -
development impervious surface on the site is 31,288 sf (74.82 %). The net loss is 778 sf.
The entirety of impervious surface loss is within the 75`AEC buffer.

Dredging:
Dredging is required for this project. The access channel was previously dredged in 2009
as part of a ramp & dock renovation, under CAMA major permit #5-10. The previous
maintenance dredge was to a depth of -5 feet. The current depth of the channel varies, but
is an average depth of -3.77'. Therefore, to excavate to the desired depth of -5', the
average removal depth is 1.23'. The area to be dredged is 15' wide for approximately
930', totaling 16,786 sf. The revised plans, dated 11/17/2016, show additional dredging
to the location of the current ramp/proposed floating dock. This dredging will be done
bucket to barge and will remove approximately 765 cubic yards of material.
The dredge spoil will be hauled off-site as to not interfere with ramp & parking lot
construction activities. During a site visit with the CAMA representative, it was
determined that no Submerged Aquatic Vegetation was present in the area to be
excavated.
Per NCDOT/NCWRC encroachment agreement, all dredging activity is to maintain a
minimum 10' setback from all bridge structures.
Existing Stormwater Conditions:
The existing site has no stormwater controls. The current runoff is both infiltrated in
vegetated areas or sheet flows off the site. The current drainage patterns will not be
changed by this renovation.
Ramps/Docks:
The proposed project includes the construction of a 38' wide x 76' long, concrete launch
ramp. The ramp lanes are 15' wide with an 8' wide center abutment. An 8' floating dock
will be installed between the ramps. Beneath the floating dock, the ramps are widened to
16' wide so that the floating dock can rest on the concrete at times of low water. The
remainder of the ramp area beneath the floating dock, below NWL is rip -rap fill.
The new ramp will be constructed approximately 190' to the north of the existing ramp,
centered between the existing bridge bents. The ramps will be cast on site and then
pushed in place with a bulldozer. The upper portion of the ramp (above NWL) and the
abutment will be cast in place. The concrete slab of the existing ramps and floating dock
will be removed and a new free standing floating dock and abutment will constructed in
its place. The free standing floating dock will provide users an additional point of
embarkment, as the length of the floating docks are limited.
The average channel width is 140', therefore'/4 of the average channel width is 35' A 35'
offset line from the NWL has been shown on sheet PD -2.0, Layout Plan. It was
determined by the CAMA representative that the two dock structures shaW@dtMd

This is a renovation of an existing Wildlife Resources Commission boating access area. The renovation will include the
relocation of a double lane concrete boat ramp and floating dock, construction of a new ADA accessible parking space, and
resurfacing of the parking area with asphalt. The project will include the maintenance dredging of existing access channel.

Construction equipment will include (but not limited to) excavators, backhoes, bull dozers, motor graders and dump trucks.
Marine construction may include a barge and trackhoe. All equipment will be stored on site.
