Thank you for your comment memo dated December 21, 2016, commenting on the
application of Clemmons TC, LLC seeking Department of the Army authorization for permanent
impacts to 636.7 linear feet of jurisdictional stream channel and 0.105 acre of forested
jurisdictional wetlands of a tributary of Johnson Creek associated with the proposed construction
of the new Clemmons Town Center located off of 2394 Lewisville-Clemmons Road, in
Clemmons, Forsyth County, North Carolina.

Dear Mr. Hankins:
By public notice of December 7, 2016, we announced your application for a Department of
the Army (DA) permit to permanently impact 636.7 linear feet of jurisdictional stream channel
and 0.105 acre of forested jurisdictional wetlands of a tributary of Johnson Creek associated with
the proposed construction of the Clemmons Town Center (CTC) located off of 2394 Lewisville-
Clemmons Road, in Clemmons, Forsyth County, North Carolina.
After review of your proposal, the North Carolina Division of Water Resources (DWR)
submitted comments and recommendations by memo dated December 21, 2016, a copy of which
is enclosed for your consideration and response. You should provide written response to DWR's
concern: "The applicant has defined site requirements that are too narrow for the overall project
purpose in that no other sites are sufficient for a detailed review."
Your response to the DWR's comments and recommendations should be provided to the
Raleigh Regulatory Field Office, in writing, no later than January 20, 2017, so we can continue
the timely processing of your application. You should contact Mr. John Thomas at 919-554-
