Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Wetland and stream impacts were avoided completely in Phases 1,2 U. Only buffer impacts were requested. In phases 4 thru14 there are stream wetland and buffer impacts required for lots, roads and/or utilities, however they have been placed almost entirely in the uppermost reaches of first order streams and on wetlands that are marginal in nature as far as jurisdiction. Highest quality streams (over 4000') and wetlands (almost 9 acres) have been avoided and preserved. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. BMP outlets, roads and the sewer crossing cross the buffer perpendicularly and are the minimum width necessary so as to minimize impacts.
