Dear Mr. Richardson:
On May 20, 2008, the Division of Water Quality (DWQ) received your application dated May
15, 2008, to fill or otherwise impact 209 linear feet intermittent stream to construct the proposed
multi-family development at the site. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require
additional information in order to process your application to impact protected wetlands and/or
streams on the subject property. Therefore, unless we receive five copies of the additional
information requested below, we will place this project on hold as incomplete until we receive
this additional information. If we do not receive the requested information, your project will be
formally returned as incomplete. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
Please provide documentation of Gaston County Natural Resources' approval of the
stormwater management plan for this project by providing EITHER:
• A valid approval letter from Gaston County Natural Resources indicating that the
proposed activity has an approved SMP and one copy of the approved SMP,
including plan details, calculations and other supporting information, OR
A set of stormwater plan details and calculations stamped as "Approved" by Gaston
County Natural Resources.
2. Please be advised that the stormwater management plan for this project must meet state
standards even if it is being reviewed and approved by the local government. ALL

stormwater runoff from this site must be directed to a properly designed BMP that
achieves 85 percent TSS removal. In addition, the proposed wet detention basin must be
designed to meet all state requirements found in Chapter 10 of the DWQ BMP Manual,
including provision of a forebay, a vegetated shelf, appropriate SA/DA ratio, and all other
requirements listed therein. The BMP Manual is available at:

Please submit this information within 30 calendar days of the date of this letter. If we do not
receive this requested information within 30 calendar days of the date of this letter, your project
will be withdrawn and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
