Please find attached a Minor Modification of CAMA Permit No. 60-16 authorizing the following changes to
CAMA Permit 60-16: Reduce the work bridge in width from 40' to 30' along its entire length; reduce the work
bridge fingers in width from 40' to 30'; relocate the work bridge fingers to directly over the permanent bridge
bent locations; add four 30' wide by 40' long fingers to the west side of the work bridge; install temporary
fenders at Bents 14 and 15, which are adjacent to the Atlantic Intracoastal Waterway (AIWW); and place four
floating buoys in the water around the submerged aquatic vegetation (SAV) habitat area to protect it from
incidental boat traffic during construction.
A paper copy will be sent to NCDOT in Raleigh.

Authorizing development in Pender County at Topsail Sound and AIWW, Brid,ge No. 16
on NG50/f�IC-210 , as requested in the permittee's application letter dated 10/20/16, includine
the attached workplan drawings (22) dated 10/7/16.
This permit, issued on 12/19/16 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this Minor Modification authorizes the following: Reduce the
work bridge in width from 40' to 30' along its entire length; reduce the work bridge fingers in width
from 40' to 30'; relocate the work bridge fingers to directly over the permanent bridge bent locations;
add four 30' wide by 40' long fingers to the west side of the work bridge; install temporary fenders at
Bents 14 and 15, which are adjacent to the Atlantic Intracoastal Waterway (AIWVI�; and place four
floating buoys in the water around the submerged aquatic vegetation (SAV) habitat area to protect it
from incidental boat traffic during construction, all as depicted on the attached workplan drawings.
2) In accordance with commitments made by the permittee, due to the classification of Topsail Sound as
a Primary Nursery Area, all bottom-disturbing activities shall occur outside the in-water work
moratorium of April 1 to September 30 of any year without prior approval of the N.C. Division of
Coastal Management (DCM), in consultation with the appropriate resource agencies.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on-site to Deparhnent
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
No expiration date, pursuant to GS 136-44.7B
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

3) According to the attached drawing, the placement of the SAV marker buoys is approximately 25 feet
from the identified SAV edge. If standard chain length to water depth ratios are followed (chain length
3 times water depth), this buffer should be sufficient. Care should be taken to deploy buoys that will not
interact with SAV.
4) The temporary fenders and four floating buoys authorized by this Minor Modification, shall be removed
in their entirety within 90 days after they are no longer needed. However, if this timeframe occurs while
the moratorium. referenced in Condition Number 2 of this Minor Modification is in effect, then they
shall be removed in their entirety within 90 days of the moratorium end date.
5) The authorized project is located within a primary nursery area (PNA). Therefore, in accordance with
T 15A:07H.0208 of the rules of the Coastal Resources Commission, no new dredging or excavation
within the PNA shall be permitted. Dredging in any manner, including "kicking" with boat propellers,
is not authorized. This prohibition shall be applied and enforced throughout the entire existence of the
permitted structure.
NOTE: The proposed work would result in an overall reduction in shading impacts to Coastal Wetlands,
open water, and shallow bottom habitat, as well as an increase in protection for SAV habitat and
the construction crews working on the bridge.
6) The permittee shall install and maintain, at his expense, any signal lights and signals prescribed by the
U.S. Coast Guard, through regulations or otherwise, on authorized facilities. For further information,
the permittee should contact the U.S. Coast Guard Marine Safety Office. At a minimum, permanent
reflectors shall be attached to the stnxcture in arder to make it more visible during hours of darkness or
inclement weather.
7) If it is determined that additional permanent and/or temporary impacts are necessary that are not shown
on the attached workplan drawings or described in the authorized permit application, a permit
modification and/or additional authorization from DCM may be required. The permittee shall contact a
representative of DCM prior to commencement of any such activity for this determination and any
permit modification.
8) This Minor Modification does not eliminate the need to obtain any additional permits, approvals or
authorizations that may be required.
9) This Minor Modification shall be attached to the original of Permit No. 60-16, which was issued on
5/27/16, as well as the amendment issued on 6/2/16, and copies of all documents shall be readily
available on site when a Division representative inspects the project far compliance.
10) All conditions and stipulations of the active permit remain in force under this Minor Modification unless
altered herein.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.
