HomeMy WebLinkAbout20080865 Ver 1_Other Agency Comments_20080530Cl) ZGY6S P lo, y ® North Carolina Wildlife Resources Commission 0 MEMORANDUM TO: Monte Matthews, USACOE Raleigh Regulatory Field Office FROM: Ron Linville, Regional Coordinator ZWW Habitat Conservation Program DATE: May 27, 2008 SUBJECT: SRI 403, Neal Road, Unnamed Tributaries Hatchers Creek, Surry County North Carolina Department of Transportation (NCDOT) proposes to grade, drain, base and pave SR1403. Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC 25). The NCDOT project will require 43 linear feet of stream impacts. These impacts are associated with two (20 wet pipes. A perched pipe at Station 39+85 will be lowered to correct the condition. Although trout are known to the west and east of this site, no trout are indicated for this stream. Based on our review of the submittal and our knowledge of area habitats, we will not object to the project as proposed providing the following conditions are implemented: 1. To the maximum extent practicable, culverts 48" or larger should be buried a foot into the streambed. Culverts less than 48 inches in diameter should be buried to a depth equal to or greater than 20% their size to allow for aquatic life passage. These measurements must be based on natural thalweg depths. Fish passage should be assured during low flow or drought conditions for waters that support fish and amphibian migration should be provided where wetland and stream habitat fragmentation can be avoided. Any riprap used must not interfere with aquatic life movement during low flows. 2. Stringent erosion control measures should be installed where soil is disturbed and maintained until project completion. Geotextile matting should be made of natural fiber materials instead of plastic fibers that are known to impinge and entrap small animals.
