Permit modification request, TIP No. B-4929, Replacement of Bridge No. 16
over the Intracoastal Waterway on NC 210/50 in Pender County, CAMA Major
Permit No. 60-16.
PROPOSED PROJECT: The work bridge width would be reduced from 40' to 30' along its entire length.
The work bridge fingers would also be reduced in width from 40' to 30', and
would be relocated to be directly over the permanent bridge bent locations. Four
3 0' wide by 40' long fingers would be added to the west side of the work bridge
to allow the contractor's cranes to be moved off the main work bridge when not in
use. To protect the work bridge and construction crews from boat traffic, the
contractor has proposed to install temporary fenders at Bents 14 and 15, which are
adj acent to the Atlantic Intracoastal Waterway. Additionally, the permittee
requests to place four floating buoys in the water around the SAV habitat area to
protect it from incidental boat traffic during construction of the bridge.

A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the
subject permit application for proposed actions that impact fish and fish habitats. Modification proposes to
reduce work bridge width and relocate over bridge bents, install work bridge extensions to west side of work
bridge, install fenders on Bents 14 and 15, and install four buoys around Submerged Aquatic Vegetation
(SAv).
Since the installation of the fender system requires in-water work, the conditioned moratorium will be
sufficient to reduce the negative effects on critical fish life history activities, to include spawning migrations
and nursery functions. The placement of the SAV marker buoys seems to be approximately 25ft from the
identified SAV edge, based on provided drawings. If standard chain length to water depth ratios are followed
(chain length 3 times water depth), this buffer should be sufficient. Care should be taken to deploy buoys
that will not interact with SAV. SAV habitat can fluctuate between and throughout growing seasons. The
SAV monitoring should be used to adjust the buoys' positions if the SAV increases in area.
