I'm working on our comments for this one and have some questions.
First, a note — the first paragraph of the cover letter indicates the existing bridge will be utilized as an onsite detour, but
the application (3e) says an onsite detour bridge will be constructed to the south of the existing. I believe the latter is
correct, based on the drawings and CE, correct me if I'm wrong.
Also, our previous comments, which were included in the application package, recommended angler access be
incorporated into the plans for safe public access, in accordance with MOA between our agencies. While not addressed
in the application, the CE stated "In an effort to minimize impacts to the trout stream and the project's effect on the
regulatory floodway, the proposed design does not incorporate fishing access." Please provide more information and a
more detailed explanation of why and how this decision was made. Was NCWRC included in any of the discussions?
Public access to public waters is often limited to roadway crossings of the waterways (DOT right of way) and it is
important to work together under our MOA to pursue formal access for public recreation and safety at sites that we
have determined are a priority. This project will apparently use an onsite detour, which would appear to be an ideal
situation for providing access with little to no additional disturbance.
