On June 11, 2008, the 401 Oversight/Express Permitting Unit of the Division of Water Quality received your
request regarding a project known as "Property of Joseph Samuel and Wife Valsa" for acceptance into the Express
Review Program. On June 18, 2008 we were notified by Mr. Joseph Samuel of his wish to withdraw from the
Express Review program since a stream determination has already been conducted on the subject property.
Therefore, we are returning your $200.00 check for one (1) stream origin determination.
This letter only addresses the withdrawal from the Express Review Program and does not authorize any impacts to
wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not
