Mr. Alsmeyer:
As you are aware, the Department has monitored the South Ellerbee Stream Mitigation Sites
since construction in February of 2006. Located in Durham County, adjacent to I-85 between the
Broad Street and Camden Avenue intersections (permitted sites #2 & #13), these sites provide
2,684 linear feet of stream mitigation for impacts associated with the I-0306DB project. The
stream relocations were revegetated with bottomland hardwood species. The streambanks must
be considered stable at the end of the one year monitoring period. Per permit requirements,
NCDOT was required to quarterly monitor the South Ellerbee Creek Stream Mitigation Sites by
visual observation for one year or until success criteria were met; hydrologic monitoring was not
required for this project. During the monitoring period, quarterly monitoring reports were
submitted to the appropriate regulatory agencies via the Natural Environment Unit's (NEU)
website:

After one year of vegetation monitoring, the South Ellerbee Creek Stream Mitigation Sites show
that planted vegetation is surviving and the streambanks remain very stable at this time. The first
year of monitoring data is provided within the annual monitoring reports available on NEU's
website for 2006 and 2007.
NCDOT requests that the appropriate resource agencies provide written documentation stating
that further monitoring is not required and that the site is closed. If you have any questions about
