SUBJECT: NWP Application - Hidden River DWQ No. 08-0810

OENR - WATER QUAUTY
WETLANDS AND STORMWATER BRANCH
This submittal is in response to a letter dated May 20, 2008 sent by you requesting
additional information for the Hidden River project in Clay County, North Carolina.
We have provided five copies of the information in this submittal, as requested by you.
Drawings on full plan sheets at a scale of 1"=50' are provided to satisfy Item 1 (refer to
Sheets 1 through 9). Item 2 was completed by including potential building envelopes as
well as septic fields for all the lots with wetlands and streams, on the full plan sheets. In
a discussion with Ian McMillan, at your office, earlier today he indicated that since the
Hidden River project site is not located within the Tar-Pamlico and Neuse River Basins,
that it would not be necessary to show wetland and stream buffers for this submittal, as
this is handled by other regulatory agencies. Therefore, buffers are not indicated on the
plan sheets provided with this submittal.
To address Item 3 photographs of the streams are included in this submittal. For your
convenience the DWQ Stream Identification Forms are included again.
Items 4, 5, and 6 were questions regarding the feasibility of building on Lots 1 through
11. The septic fields, building envelopes, and vehicle access are shown on Sheet 6 of
this submittal. To access these lots four stream crossings using culverts would be
required, as indicated in the original application submitted on May 9, 2008. Lots 1
through 11 are all considered buildable. The building envelopes, septic fields, and
vehicle access were specifically placed to avoid impacts to the nearby wetland (Wetland
F) and minimize impacts to the non-RPW stream (Stream D).
Please note that Figure 4 of the original application has been changed and is
resubmitted with this letter. Part of Stream A was incorrectly labeled as Stream C.
Please replace Figure 4 of the original application with the new Figure 4.
