3i. Camments:
Need to repair a large scour hole at the downstream end of the existing pipe to insure the proper installation of the new culvert. The existing pipe was
improperly installed by the developer. There is currently an estimated 2.5 - 3ft drop from the pipe invert to the scoured stream bed. Temporary impacts
are associated with construction access and installation of temporary impervious dikes needed to facilitate work in the dry.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Culvert widths were designed to approximately match the stream width to maintain normal flow width, depth, and velocity. This will maintain sediment
transport to provide a stable stream during bankfull discharge. Interior baffles and notches were designed for use within the culvert to stabilize the
streambed due to the steep longitudinal stream slope.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Excavation will be kept to a minimum, but where necessary geotextile fabric and rip-rap will be utilized to reduce stream bed and bank erosion.
Appropriate BMP's will be utilized during construction to control sediment. All construction will be completed in the dry.
2. Compensato Miti ation for Impacts to Waters of the U.S. or Waters of the State
