Seymour Johnson AFB is proposing to repair slope and drainage around the east end of
installation's runway. This project would impact 7.4629 acres of wetlands. Birds are attracted to
wetlands which create a bird-aircraft strike hazard to flying operations. USAF personnel have tried
various methods to discourage the birds; however, bird strikes continue to occur at the east end of the
runway. The wetlands are in the Neuse River watershed and are adjacent to the beginning of an
intermittent primary unnamed tributary feeding directly into the Neuse. It is proposed to re-grade and
completely fill in 4 separate wetlands consisting of 0.6979, 6.0653, 0.3353, and 0.3644 acres, totaling
7.46 acres. These areas would be filled with 60,000 cubic yards of fill and 20,000 cubic yards of
topsoil and reseeded. The US Air Force proposes to mitigate for impacts to these wetlands by paying
into the available mitigation fund (North Carolina Ecosystem Enhancement Program). The project
area is on Seymour Johnson AFB in Wayne County, North Carolina, Middle Neuse Watershed,
Catalog Number 03020202. The attached map details the project location.
The United States Air Force formally requests approval to pay into the Ecosystem Enhancement
Program Fund to accomplish the necessary mitigation required for the proposed project. An
application for a 404 permit has been submitted to the US Army Corp of Engineers and a 401 permit to
the North Carolina Department of Environmental and Natural Resources, Division of Water Quality.
