Annual Avg Daily Traffic (veh/hr/day): Design/Future: 140 Year: 2025 Existin : 70 Year: 2000 General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to replace Orange County Bridge #670209 on Atkins Road (SR 1366) over Frank Creek. The existing (Description of Minimization of Water structure is a two span bridge (2@17'8") and is timber deck on timber joists supported by timber caps, piles, posts, and sill. The proposed structure is a 2@ 12'x7' Reinforced Quality Impacts) Concrete Box Culvert (RCBC). This structure has been designed to have as little environmental and surface water impacts as possible. Channel improvements were made for the proposed RCBC design. Excavation was kept to a minimum to produce as little impact as possible. Where excavation is necessary, geotextile and rip-rap were utilized for bank stabilization in an attempt to reduce stream bank erosion. A low flow barrel on the south side of the culvert was designed to match the stream width to maintain the normal flow width, depth and velocity of the stream. This will maintain sediment transport to provide a stable stream during bankfull discharge. The barrel invert will be a minimum of 1' below the stream bed to consider fish passage. A high flow barrel on the north side of the culvert will provide flood conveyance during high flow storm events. This will reduce shear stress on the stream bottom. There are existing ditches located at all four quadrants of the bridge. The ditch at northwest quadrant daylights and becomes diffuse flow before entering the buffer. It will be retained. The ditch at SW quadrant has outlet to the stream with a non-erosive outlet velocity. It will be retained. At NW and SW quadrant, the roadway is in fill section. This will promote sheet flow of pavement runoff through grassed shoulder and fill slope to remove pollutants via infiltration and settling. At SE quadrant, a proposed grass swale BMP will be installed from 12+50 to 13+50 RT. This swale ends at 13+50 RT and becomes diffuse flow for a distance of 30' before entering the stream. At NE quadrant, a proposed grass swale BMP will be installed from 14+25 to 15+35 RT. This swale ends at 14+25 RT and becomes diffuse flow for a distance of 40' before entering the stream.
