(FIRE DEPARTMENT RD) in Johnston County. WBS # 50216.1.1
Dear Sirs:
The North Carolina Department of Transportation (IVCDOT) proposes to improve the
mobility and safety as well as relieve congestion of vehicular travel along SR 1913 (Wilson
Mills Road) in Johnston County. Specifically NCDOT proposes intersection improvements at
SR 1913 (Wilsons Mills Rd)/SR 1501 (Swift Creek Rd) and SR 1913 (Wilsons Mills Rd)/SR
1908 (Fire Department Rd). The scope of work includes but is not limited to widening of SR
1913 to install median and right turn lanes; widening of SR 1501 and SR 1908 intersections
with SR 1913 to install left turn lanes; and all necessary grading, drainage, and pavement
improvements to complete the work.
Impacts to one jurisdictional feature will occur at an UT to Poplar Creek. Impacts to this UT
will consist of 21' of permanent fill due to pipe extension and 28 ' of temporary impacts for
dewatering of this culverted crossing. Popular Creek is within the Neuse River Basin and is
subject to the Neuse Buffer Rules.

General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to widen Wilsons Mill Road (SR 1913). There are no existing major structures within project limits. An
(Description of Minimization of Water existing 54" Reinforced Concrete Pipe will be extended along a Jurisdictional feature. This extension will also include the construction of a concrete headwall at the inlet. All
Quality Impacts) drainage enhancements have been designed to have as little environmetal and surface water impacts as possible. Grass lined swales were used where possible in order to
promote filtration, infiltration and sedimentation before stormwaters reach buffer limits and surface waters. There is an existing roadside ditch in the NW quadrant of the pipe
extension, which is being replaced by a special lateral 'V' ditch lined with Class B rip-rap. The proposed ditch outlets into the stream with a non-erosive velocity. There is an
existing roadside ditch in the SW quadrant of the pipe extension that outlets to the stream with a non-erosive velocity. In the SE quadrant of the pipe extension, there is a
proposed 30" RCP-IV that oulets onto a dissipator pad prior to entering the stream, resulting in a non-erosive velocity entering the stream. There is no ditch in the NE quadrant
of the pipe extension, resulting in any runoff becoming diffuse flow prior to entering the stream.
