Hazen and Sawyer, P.C. is hereby re-applying for a 401 Water Quality Certification on behalf of
the City of Raleigh for the above referenced project. Re-application is being made because the
original project, though approved, was not constructed. Please find attached seven (7) copies of
the Pre-Construction Notification (PCN) Application, supporting documents, six (6) half-size and
one (1) full-size set of plans, and a check for $240 to cover the fee for project impacts of less than
one acre of wetland fill and less than 150 feet of stream impact, applicable to the construction of
the proposed Force Main.
Applicant Information
Your office reviewed the previous submittal for this project and subsequently issued an
"Approval of 401 Water Quality Certification and Authorization Certificate per the Neuse River
Buffer Rules (15A NCAC 2B .0233) with Additional Conditions" in a letter dated April 2, 2007.
A copy of your office's original 401 approval letter for this project is attached to this letter.
Please note the City is concurrently re-applying for Section 404 approval with the Army Corps of
Engineers, and phone conversations with Mr. Jamie Sherri indicate the project does not meet the
threshold requirements for NWP 12, so no Pre-construction Notification is required for use of
NWP 12 during this project.
As noted above, this project was not constructed by the City at the time of original approval as
the City was not able to procure an agreement with Progress Energy to allow the force main to be
placed partially within a Progress Energy easement as proposed in the original Contract
Documents. Since that time, the project remained dormant until recently when a new alignment
for the force main was located and approved by all parties.

The proposed new project location, alignment and determination of Neuse River Buffer
requirements may be seen in the attached letter from EcoScience, dated May 20, 2008. All
aspects of the project, other than the force main alignment, remain the same as previously
submitted to your office. The 36-inch diameter force main is proposed to be installed along the
alignment by open-cut methods. The open cut within Crabtree Creek will be limited to a
temporary impact of 40' wide by approximately 101' long, as measured from edge of determined
stream bank to stream bank, for a total of 0.093 acre of disturbed jurisdictional area. This will
result in a minimal impact for this type of project. Please note an open-cut method of installation
was chosen over directional drilling for this project due to concerns over the possible presence of
rock in the creek bed, as well as concerns about the large area of disturbance which would be
required on each bank of the Creek to locate the drill pits required for such an installation.
The applicant of record for this PCN is Mr Aaron B. Brower of the Public Utilities Department of
the City of Raleigh, North Carolina. Mr. Bower can be reached using the Contact Information
provided in Section II. of the PCN.
Project Information
The Neuse River Pump Station Force Main project is located at the end of Rogers Lane just north
of the confluence of Crabtree Creek and the Neuse River in Wake County, NC. A location map
has been provided both as an attachment to the PCN and on the cover sheet of the Contract
Drawings included as part of this submittal package. The Property Identification Number (Tax
PIN) for the Pump Station parcel is: 1733650834.
This project is necessitated by the need for additional sewage conveyance capacity at the existing
Neuse River Pump Station. In order to provide this capacity, the City of Raleigh in proposing to
install a new 36" force main from the existing Pump Station which will connect to the existing
sanitary sewer outfall line leading to the Neuse River Water Treatment Plant Facility. A diagram
showing the alignment of the proposed force main is attached to the PCN for reference.
Prior Project History
An Environmental Impact Statement was prepared for the construction of the Neuse River Pump
Station in 1986. Permits for jurisdiction impacts were received for the original pump station and
force main construction at that time. The City of Raleigh Public Utilities Department was unable
to find records of these permits, however.
The City originally investigated the installation of the parallel 36" force main in this location in
2002. Plans were prepared at that time with the intention of installing the force main under
Crabtree Creek by directional boring. Cost estimates obtained at the time indicated the use of
such installation techniques would cost in excess of $500,000 and the project was put on hold.
Sanitary sewage capacity issues have forced the City the re-investigate this project, and
discussions have lead to choosing an open cut installation as the most cost-effective method of
installing the proposed force main. In response to this proposed method of construction, new
contract drawings were prepared (attached as part of this submittal package) including details for
a proposed coffer dam method of installation for the crossing of Crabtree Creek.
The proposed method of construction is considered to be the most economical while minimizing
both temporary impacts to jurisdictional areas.

Future Project Plans
There are no future plans to install any additional parallel force main piping from this Pump
Station across Crabtree Creek at this time.
Proposed Impacts to Waters of the United States/Waters of the State
A determination of the applicability of Neuse River Stream Buffers and Water of the United
States/Waters of the State were provided by EcoScience, Corporation and written confirmation of
their findings were presented in a letter dated February 5, 2007. The letter reports the Waters of
the United States/Waters of the State delineation and provides a map of the proposed impacts to
wetlands, open water, and stream channels, if any, associated with the project. This letter is
attached as part of this submittal package for reference.
It was determined this project will not impact any wetlands, though stream impacts of a
temporary nature will occur.
Crabtree Creek was determined to be a Perennial Stream and the impacts caused by this project
temporary. The temporary impacts to the Creek will be a total 40' wide, maximum, by 101' long,
as measured from edge of determined stream bank to stream bank, for a total of 0.093 acres
disturbance. This is the minimal practical impact for this type of project.
It was determined that, by Rule (15A NCAC 213.0233), the proposed impact is exempt from the
Neuse River Riparian Buffers as the project is a non-electric utility line, perpendicular crossing
that disturbs equal to or less than 40 linear feet of riparian buffer with a maintenance corridor
equal to or less than 10 feet in width.
Impact Justification (Avoidance and Minimization
As noted earlier, in the original 2002 design for this project crossing Crabtree Creek by direction
boring was evaluated. The cost of such an installation, estimated to be approximately $500,000
primarily due to concerns with the presence of rock beneath the creek bed, was prohibitive to the
City and the project became inactive. Issues with the amount of disturbed area required along the
banks of the creek required for the bore pits also led the City to consider open cut installation.
Sewer capacity issues have forced the need for construction of the parallel main. The City has
determined the most cost effective method to install the force main is using open cut methods,
with constraints to minimize the impacts applied to the Contract as noted below.
The Contractor will be required to install the force main using the coffer dam or other methods he
may submit to the Engineer for approval before installation may begin. Whether using the
supplied coffer dam detail or other approved method, the Contractor shall be required to limit
disturbance within the Neuse River Buffer limits and Jurisdictional Waters limits to a width of no
more than 40 feet along the length of the force main. The force main piping shall be restrained
ball joint pipe for the length of the stream crossing to minimize the risk of pipe failure beneath the
creek bed. The Contractor shall also be required to save, stockpile, and replace the existing
stream bottom material upon backfilling the force main within the limits of the Jurisdictional
Waters and restore the stream banks within the Neuse River Buffer Limits to original grades,
condition and vegetation.

No mitigation will be required for the this project as no wetlands will be impacted, and impacts to
Waters of the United States/Waters of the State and Neuse Buffers will be temporary.
Environmental Documentation
This project will involve the expenditure of public funds by the City of Raleigh. Public lands will
not be used.
Proposed Impacts on Riparian and Watershed Buffers
This project will temporarily impact riparian buffers identified within 15A NCAC 2B .0233
(Neuse) as noted above. The total impacts to Zone 1 of the buffers will be approximately 2,500
ft' and the Zone 2 impacts approximately 1,670 W. Mitigation will not be required for these
impacts as they are determined to be temporary and allowable by Rule. Further, the bed and
banks of Crabtree Creek shall be returned to existing grade and conditions at the completion of
construction.
Stormwater
There will be no permanent change in impervious surface as a result of this project. All disturbed
areas will be restored to original conditions and no new structures or paved surfaces shall be
constructed.
Sewage Disposal
No sewage disposal is associated with this project.
VinIAtions,
This site is not in violation of DWQ Wetlands Rules (15A NCAC 2H.0500) or any Buffer Rules
and this is not an after-the-fact permit application.
Cumulative Impacts
This project is necessitated by increased development in the City of Raleigh, but will not in and
of itself result in additional development which could impact downstream water quality.

III. Project Information
Attach a vicinity map clearly showing the location of the property with respect to local
landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property
boundaries and development plans in relation to surrounding properties. Both the vicinity map
and site plan must include a scale and north arrow. The specific footprints of all buildings,
impervious surfaces, or other facilities must be included. If possible, the maps and plans should
include the appropriate USGS Topographic Quad Map and NRCS Soil Survey with the property
boundaries outlined. Plan drawings, or other maps may be included at the applicant's discretion,
so long as the property is clearly defined. For administrative and distribution purposes, the
USACE requires information to be submitted on sheets no larger than 11 by 17-inch format;
however, DWQ may accept paperwork of any size. DWQ prefers full-size construction

at the time of this application: The project is a proposed sanitary force main roughly
paralleling an existing 24-inch sanitary force main installed in 1988. The proposed force
main routing will has been located so as to cross Crabtree Creek and connect to the existing
pump station in as direct a route as possible given site restrictions easements etc

10. Describe the overall project in detail, including the type of equipment to be used: The
proposed force main will be installed by open cut using normal excavation equipment The
proposed Crabtree Creek crossing will be installed half-way across the creek in two
operations, utilizing a coffer dam to divert flow and protect the excavation. No more than
2/3 of the creek width will be diverted at any time, and the coffer dam will be no more than
40 feet wide. Surface material excavated from the creek bed will be used to restore the creek
bed to original conditions. The creek banks will be stabilized immediately upon completion
of construction and restored as closely as possible to original grade and vegetation.
11. Explain the purpose of the proposed work:- The force main is necessary to allow the pump
station to pump the received wastewater flow to the existing 66-inch outfall interceptors on
the west side of Crabtree Creek.
IV. Prior Project History
If jurisdictional determinations and/or permits have been requested and/or obtained for this
project (including all prior phases of the same subdivision) in the past, please explain. Include
the USACE Action ID Number, DWQ Project Number, application date, and date permits and
certifications were issued or withdrawn. Provide photocopies of previously issued permits,
certifications or other useful information. Describe previously approved wetland, stream and
buffer impacts, along with associated mitigation (where applicable). If this is a NCDOT project,
list and describe permits issued for prior segments of the same T.I.P. project, along with
construction schedules. An Environmental Impact Statement was prepared for the Neuse River
Pump Station in 1986. 401/404 permits were received for the original pump staion and force
main construction in the mid 1980's. Copies of those permits could not be found by the Public
Utilities Department.

VII. Impact Justification (Avoidance and Minimization)
Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide
information related to site constraints such as topography, building ordinances, accessibility, and
financial viability of the project. The applicant may attach drawings of alternative, lower-impact
site layouts, and explain why these design options were not feasible. Also discuss how impacts
were minimized once the desired site plan was developed. If applicable, discuss construction
techniques to be followed during construction to reduce impacts. The City of Raleigh on ig nally
bid this project as a directional bore installation Extremely high costs for such installation were
bid due to the presence of rock in the streambed and other issues (bore pits would required large
disturbed areas along both stream banks). The City has therefore decided to use an open cut
installation utilizing a coffer dam to minimize stream and overall impacts
VIII. Mitigation
DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC
Division of Water Quality for projects involving greater than or equal to one acre of impacts to
freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial
streams.

USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide
Permits, published in the Federal Register on January 15, 2002, mitigation will be required when
necessary to ensure that adverse effects to the aquatic environment are minimal. Factors
including size and type of proposed impact and function and relative value of the impacted
aquatic resource will be considered in determining acceptability of appropriate and practicable
mitigation as proposed. Examples of mitigation that may be appropriate and practicable include,
but are not limited to: reducing the size of the project; establishing and maintaining wetland
and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of
aquatic resource functions and values by creating, restoring, enhancing, or preserving similar
functions and values, preferable in the same watershed.
If mitigation is required for this project, a copy of the mitigation plan must be attached in order
for USACE or DWQ to consider the application complete for processing. Any application
lacking a required mitigation plan or NCEEP concurrence shall be placed on hold as incomplete.
An applicant may also choose to review the current guidelines for stream restoration in DWQ's
Draft Technical Guide for Stream Work in North Carolina (see DWQ website for most current
version.).
Provide a brief description of the proposed mitigation plan. The description should provide
as much information as possible, including, but not limited to: site location (attach directions
and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet)
of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view,
preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a
description of the current site conditions and proposed method of construction. Please attach
a separate sheet if more space is needed.
No wetlands mitigation is required due to this project.

Program (NCEEP). Please note it is the applicant's responsibility to contact the NCEEP at

You have our approval, in accordance with the attached conditions and those listed below, to place fill
within or otherwise impact 82 linear feet of perennial stream (temporary impact), and 2,400 square feet
(ft) of protected Zone 1 Neuse River basin riparian buffer and 1,600 square feet (ft) of protected Zone 2
Neuse River basin riparian buffer as described in your application dated March 7, 2007, and received by
the Division of Water Quality (DWQ) on March 8, 2007, to construct the proposed force main. After
reviewing your application, we have decided that the impacts are covered by General Water Quality
Certification Number(s) 3625 (GC3625). The Certification(s) allows you to use Nationwide Permit(s)
NW 12 when issued by the US Army Corps of Engineers (USACE). This letter shall also act as your
approved Authorization Certificate for impacts to the protected riparian buffers per 15A NCAC 213 .0233
In addition, you should obtain or otherwise comply with any other required federal, state or local permits
before you go ahead with your project including (but not limited to) Erosion and Sediment Control, and
Non-discharge regulations. Also, this approval to proceed with your proposed impacts or to conduct
impacts to waters as depicted in your application shall expire upon expiration of the 404 or CAMA
Permit.
This approval is for the purpose and design that you described in your application. If you change your
project, you must notify us and you may be required to send us a new application. If the property.is sold,
the new owner must be given a copy of this Certification and approval letter and is thereby responsible for
complying with all conditions. If total fills for this project (now or in the future) exceed one acre of
wetland or 150 linear feet of stream, compensatory mitigation may be required as described in 15A
NCAC 2H.0506 (h). This approval requires you to follow the conditions listed in the attached
certification and any additional conditions listed below.

2. No Waste, Spoil, Solids, or Fill of Any Kind
No waste, spoil, solids, or fill of any kind shall occur in wetlands, waters, or riparian areas beyond
the footprint of the impacts depicted in the Pre-Construction Notification. All construction
activities, including the design, installation, operation, and maintenance of sediment and erosion
control Best Management Practices, shall be performed so that no violations of state water quality
standards, statutes, or rules occur.
3. Erosion and sediment control practices must be in fill compliance with all specifications governing
the proper design, installation and operation and maintenance of such Best Management Practices in
order to protect surface waters standards:
a. The erosion and sediment control measures for the project must be designed, installed,
operated, and maintained in accordance with the most recent version of the North Carolina
Sediment and Erosion Control Planning and Design Manual.
b. The design, installation, operation, and maintenance of the sediment and erosion control
measures must be such that they equal, or exceed, the requirements specified in the most
recent version of the North Carolina Sediment and Erosion Control Manual. The devices
shall be maintained on all construction sites, borrow sites, and waste pile (spoil) projects,
including contractor-owned or leased borrow pits associated with the project.
c. Sufficient materials required for stabilization and/or repair of erosion control measures and
stormwater routing and treatment shall be on site at all times.
4. Sediment and Erosion Control Measures
Sediment and erosion control measures shall not be placed in wetlands or waters to the maximum
extent practicable. If placement of sediment and erosion control devices in wetlands and waters is
unavoidable, they shall be removed and the natural grade restored within six months of the date that
the Division of Land Resources has released the project;
5. Protective Fencing
The outside buffer, wetland or water boundary and along the construction corridor within these
boundaries approved under this authorization shall be clearly marked with orange warning fencing
(or similar high visibility material) for the areas that have been approved to infringe within the
buffer, wetland or water prior to any land disturbing activities to ensure compliance with 15A
NCAC 213.0233 and OC 3625;
6. Diffuse Flow (No Review)
All constructed stormwater conveyance outlets shall be directed and maintained as diffuse flow at
non-erosive velocities through the protected stream buffers such that it will not re-concentrate
before discharging into a stream as identified within 15A NCAC 213 .0233 (5). If this is not
possible, it may be necessary to provide stormwater facilities that are considered to remove
nitrogen. This may require additional approval from this Office.

7. Certificate of Completion
Upon completion of all work approved within the 401 Water Quality Certification or applicable
Buffer Rules, and any subsequent modifications, the applicant is required to return the attached
certificate of completion to the 401 Oversight/Express Review Permitting Unit, North Carolina
Division of Water Quality, 1650 Mail Service Center, Raleigh, NC, 27699-1650.
Violations of any condition herein set forth may result in revocation of this Certification and may result in
criminal_ and/or civil penalties. The authorization to proceed with _vour proposed impacts or to conduct
impacts to waters as depicted in your application and as authorized by this Certification, shall expire upon
expiration of the 404 or CAMA Permit.
If you do not accept any of the conditions of this Certification (associated with the approved wetland or
stream impacts), you may ask for an adjudicatory hearing. You must act within 60 days of the date that,
you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of
the North Carolina General Statutes to the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, N.C. 27699-6714. This certification and its conditions are final and binding unless you ask for a
hearing.
Any disputes over determinations regarding this Authorization Certificate (associated with the approved
buffer impacts) shall be referred in writing to the Director for a decision. The Director's decision is
subject to review as provided in Articles 3 and 4 of G. S. 150B.

On March 7, 2007 Hazen and Sawyer submitted a Pre-Construction Notification (PCN)
Application and supporting documents for the above-referenced project to your office for a
Section 404 Nationwide Permit 412 (NWP 12)on behalf of the City of Raleigh (City).
Your office reviewed the submittal and subsequently concluded the proposed project impacts did
not exceed the notification threshold for NWP 12, so no Pre-construction Notification is required
for use of NWP 12. Please note Section 401 Water Quality Certification was granted for the
original project, and the N.C. Division of Water Quality (NCDWQ) is also being notified of the
revision to the project location. A copy of the original 401 approval letter is attached.
The project was not, however, constructed by the City as the City was not able to procure an
agreement with Progress Energy to allow the forcemain to be placed partially within a Progress
Energy easement as proposed in the original Contract Documents. Since that time, the project
remained dormant until recently when a new alignment for the forcemain was located and
approved by all parties.
The proposed new project location, alignment and determination of Neuse River Buffer
requirements may be seen in the attached letter from EcoScience, dated May 20, 2008. All
aspects of the project, other than the forcemain alignment, remain the same as previously
submitted to your office. The 36-inch diameter forcemain is proposed to be installed along the
alignment by open-cut methods. The open cut within Crabtree Creek will be limited to a
temporary impact of 40' wide by approximately 101' long, as measured from edge of determined
stream bank to stream bank, for a total of 0.093 acre of disturbed jurisdictional area. This will
result in a minimal impact for this type of project. Please note an open-cut method of installation
was chosen over directional drilling for this project due to concerns over the possible presence of
rock in the creek bed, as well as concerns about the large area of disturbance which would be
required on each bank of the Creek to locate the drill pits required for such an installation.
The Contractor will be required to install the force main using the coffer dam or other methods he
may submit to the Engineer for approval before installation may begin. Whether using the
supplied coffer dam detail or other approved method, the Contractor shall be required to limit
disturbance within the Neuse River Buffer limits and Jurisdictional Waters limits to a width of no
more than 40 feet along the length of the force main. The coffer dam will block no more than 2/3
of the width of Cmbtree Creek at any given time, with the work done in two phases, from either
bank of the stream. The force main piping shall be restrained ball-joint pipe for the length of the

stream crossing to minimize the risk of pipe failure beneath the creek bed. The Contractor shall
also be required to save, stockpile, and replace the existing stream bottom material upon
backfilling the forcemain within the limits of the waters of the U.S. and restore the stream banks
within the Neuse River Buffer Limits to original grades, condition and vegetation. Though it has
been determined the impacts of this project are authorized by NWP 12 without notification,
construction shall abide by all conditions of NWP 12, both general and regional. Installation will

Dear Mr. Brower:
You have our approval, in accordance with the attached conditions and those listed below, to place fill
within or otherwise impact 82 linear feet of perennial stream (temporary impact), and 2,400 square feet
(ft) of protected Zone 1 Neuse River basin riparian buffer and 1,600 square feet (ft) of protected Zone 2
Neuse River basin riparian buffer as described in your application dated March 7, 2007, and received by
the Division of Water Quality (DWQ) on March 8, 2007, to construct the proposed force main. After
reviewing your application, we have decided that the impacts are covered by General Water Quality
Certification Number(s) 3625 (GC3625). The Certification(s) allows you to use Nationwide Permit(s)
NW12 when issued by the US Army Corps of Engineers (USACE). This letter shall also act as your
approved Authorization Certificate for impacts to the protected riparian buffers per 15A NCAC 2B .0233.
In addition, you should obtain or otherwise comply with any other required federal, state or local permits
before you go ahead with your project including (but not limited to) Erosion and Sediment Control, and
Non-discharge regulations. Also, this approval to proceed with your proposed impacts or to conduct
impacts to waters as depicted in your application shall expire upon expiration of the 404 or CAMA
Permit.
This approval is for the purpose and design that you described in your application. If you change your
project, you must notify us and you may be required to send us a new application. If the property is sold,
the new owner must be given a copy of this Certification and approval letter and is thereby responsible for
complying with all conditions. If total fills for this project (now or in the future) exceed one acre of
wetland or 150 linear feet of stream, compensatory mitigation may be required as described in 15A
NCAC 2H .0506 (h). This approval requires you to follow the conditions listed in the attached
certification and any additional conditions listed below.

7. Certificate of Completion
Upon completion of all work approved within the 401 Water Quality Certification or applicable
Buffer Rules, and any subsequent modifications, the applicant is required to return the attached
certificate of completion to the 401 Oversight/Express Review Permitting Unit, North Carolina
Division of Water Quality, 1650 Mail Service Center, Raleigh, NC, 27699-1650.
Violations of any condition herein set forth may result in revocation of this Certification and may result in
criminal_ and/or civil penalties. The authorization to proceed with your proposed impacts or to conduct
impacts to waters as depicted in your application and as authorized by this Certification, shall expire upon
expiration of the 404 or CAMA Permit.
If you do not accept any of the conditions of this Certification (associated with the approved wetland or
stream impacts), you may ask for an adjudicatory hearing. You must act within 60 days of the date that
you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of
the North Carolina General Statutes to the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, N.C. 27699-6714. This certification and its conditions are final and binding unless you ask for a
hearing.
Any disputes over determinations regarding this Authorization Certificate (associated with the approved
buffer impacts) shall be referred in writing to the Director for a decision. The Director's decision is
subject to review as provided in Articles 3 and 4 of G.S. 150B.

expected, Ms. Witherspoon determined that the portion of Crabtree Creek running through the
site requires a 50-foot riparian buffer as regulated by the Neuse Riparian Buffer Rules. No other
features were found to require a buffer.

4 EARTHWORK OPERATIONS CAN BEGIN ONCE TOPSOIL HAS
BEEN REMOVED AND STOCKPILED.
5 ALL EXCESS SOiL RESULTING FROM EARTHWORK
OPERATIONS NECESSARY FOR CONSTRUCTION SHALL BE
REMOVED FROM SITE OR STOCKPILED ON SITE AT THE
LOCATION SHOWN ON THE CONTRACT DRAWINGS. ONSITE
SOIL STOCKPILE AREAS SHALL BE PROTECTED NTH
APPROPRIATE EROSION CONTROL MEASURES AS SHOW
ON THE CONTRACT DRAWINGS AND SEEDED NTH
TEMPORARY SEEDING MEASURES FOR THE DURATION OF

6 FORCE MAIN SHALL BE INSTALLED IN ACCORDANCE NTH

LENGTH OF TRENCH IN WHICH PIPE CAN BE INSTALLED IN
ONE DAYS TIME SHALL BE OPEN AT ANY TIME, WITH
SPOIL MATERIAL. PLACED ON THE UPHILL SIDE OF THE
TRENCH. PIPING SHALL BE CAPPED AT END OF EACH
DAYS WORK TO PREVENT SEDIMENT FROM ENTERING.
TRENCH SHALL BE BACKFILLED AT END OF EACH DAY'S
WORK AND DISTURBED AREA SEEDED NTH TEMPORARY
SEEDING MEASURES IF APPROPRIATE.
7 TEMPORARY SEEDING MEASURES SHALL BE EMPLOYED
THROUGHOUT CONSTRUCTION ON ANY AREAS THAT
SHALL REMAIN UNDISTURBED FOR MORE THAN 15 DAYS.
8 UPON COMPLETION OF FORCE MAIN, PERMANENT
SEEDING, MULCHING AND FERTILIZING MEASURES SHALL
BE EMPLOYED ON ALL DISTURBED AREAS AS PER
SPECIFICATION SECTION 02910 - FINAL GRADING AND
LANDSCAPING. ALL EROSION CONTROL MEASURE SHALL
REMAIN IN PLACE UNTIL ENTIRE SITE HAS BEEN
STABILIZED.
9 ONCE PERMANENT STABILIZATION HAS OCCURRED,
TEMPORARY SEDIMENT CONTROL MEASURES MAY BE
REMOVED ANY AREAS DISTURBED BY THE REMOVAL OF
THESE MEASURES SHALL BE RETURNED AS CLOSELY AS
POSSIBLE TO ORIGINAL CONDITION AND SEEDED,
MULCHED AND FERTILIZED AS PER SPECIFICATION
SECTION 02910.
ATTENTION CONTRACTORS
The Construction Contractor responsible for the extension of water,
sewer, and/or reuse, as approved in these plans, is responsible for
contacts the Public Worts Department at y919t 031.6910,
and the Public Utilities Department at mm 857J04D at least
twenty four hours prior to beginning any of their construction.
Failure to notify both City Departmerds in advance of beginning
construction, will result in the issuance of monetary ones, and require
reinstallation of any water or sewer facilities not inspected as a result of
this notification failure.
Fallure to call for Inspection, Install a Downstream Plug, have
Permitted Plans on the Jobsme, or any other Vlolath of Gty of
Raleigh Standards will result in a Fine and Possible Exclusion from
future work in the City of Raleigh.
