Project Description: NCDOT's Division 7 proposes to replace Bridge No. 254 on SR 3121 (Ferguson
Road) over an Unnamed Tributary of the South Prong of Stinking Quarter Creek in Guilford County.
Bridge No. 254 was built in 1957, and is considered to be functionally obsolete. There may be minor
ditch-line impacts. An off-site detour is to be used during construction. The proposed project measures
approximately 634 feet (0.120 mile) long by a proposed ROW width of 100 feet. Based on these
measurements, the Area of Potential Effects (APE) measures approximately 63,400 square feet ar about
1.46 acres, inclusive of the existing roadway and structure.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A map review and site iile search was conducted at the Office of State Archaeology (OSA) on Thursday,
August 8, 2013. An archaeological survey at this particular bridge location has never been conducted,
and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital
copies of HPO's maps (Kimesville Quadrangle) as well as the HPOWEB GIS Service
(http://gis.ncdcr.gov/hpoweb/) were last reviewed on Thursday, August 8, 2013. There are no known
historic architectural resources located within the project area that may have intact archaeological
deposits within the footprint of the proposed project. In addition, topographic maps, historic maps
(NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge
environmental factors that may have contributed to historic or prehistoric settlement within the project
limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type
disturbances within and surrounding the archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
This is a State-funded project that may or may not require a Federal permit and permanent or temporary
easements. Whether a Federal permit will be required was not conveyed with the information provided
for the project. At this time, there appears to be no Federal connection for this project; NC GS 121-12a
does not apply since there are no eligible of potentially eligible (i.e. National Register-listed)
archaeological resources located within the project's Area of Potential Effects (APE) that would require
our attention. Existing ROW appears to measure approximately 60 feet. Therefore, there may be impacts
up to 20 feet beyond the existing ROW along the project corridor. From an environmental perspective,
the APE consists of the rolling and undulating terrain of the North Carolina Piedmont, and is composed
entirely of Cecil sandy clay loam, 2-6% slopes, eroded (CeB2), Cecil sandy clay loam, 6-10% slopes,

eroded (CeC2), and Madison sandy loam, 15-35% slopes (MaE). Current soil conditions (i.e. eroded) and
topography would not be conducive to containing intact archaeological materials. The Office of State
Archaeology (OSA) reviewed a similar bridge replacement project approximately 1.5 miles downstream
from Bridge No. 254 on the South Prong of Stinkin� Quarter Creek (ER 08-2554) for possible
archaeological impacts; it was subsequently cleared by OSA stating a low probability for containing intact
archaeological deposits. Overall, the project corridor is unlikely to contain significant cultural,
archaeological, or historical resources. Based on the information above, there should be no
archaeological survey required for this project. If design plans change, then additional consultation
regarding archaeology will be required. At this time, no further archaeological work is recommended. If
archaeological materials are uncovered during project activities, then such resources will be dealt with
according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's
Archaeology Group.
