Subject: Hold, Broad River Highlands
Dear Mr. Black:
The Division of Water Quality (DWQ) received visited the subject site on May 28, 2008. In addition of the
information requested via letter on April 28, 2008, during the site visit with (Anna Salzberg, consultant) a few
minor items came to staff's attention that also need to be addressed:
a) Impact #1: The proposed road that runs adjacent to this stream is shown improperly on the site
diagram. This should be corrected and a copy provided to DWQ. The road is shown impacting
the stream channel.
b) Impact #2: The crossing shall be located below the confluence of the two channels.
C) Impact #4: The rip rap in the stream immediately up and down stream of the culvert needs to be
imbedded into the channel to allow for better stream flow and aquatic passage.
d) Impact #5: There is no need for the utilization of the temporary crossing.
e) Impact $6: The proposed temporary crossing should be upstream of the jurisdictional limit.
Strongly recommended that silt fence and check dam be utilized to prevent the potential of
sediment entering the stream below the crossing.
f) Impact #7: There is no need of the utilization of this site for a temporary crossing.
Pursuant to 15A NCAC 2H .0507(h), please be advised that this project will be placed on hold. Failure to
submit the requested information by March 21, 2008 will result in the application being withdrawn from
consideration. You may reapply, but a new fee and application will be required. In addition, this office is
requesting that the Army Corps of Engineers withhold processing the 404 permit until the requested
