Sullins, Director Division of Water Quality June 2, 2008 DWQ Project # 07-1985 Wake County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Brian Rieland 201 Shannon Oaks Circle Cary, NC 27511 Subject Property: Bridgestone Village Sewer Outfall Ut to Middle Creek [030403, 27-43-15-(1), C, NSW] REQUEST FOR MORE INFORMATION Dear Mr. Rieland: On November 27, 2007, the Division of Water Quality (DWQ) received your application dated November 26, 2007, to fill or otherwise impact 1,369 square feet of Zone 1 Neuse River basin protected riparian buffers and 891 square feet of Zone 2 Neuse River basin protected riparian buffers to construct a residential subdivision. On February 7, 2008, and April 28, 2008, the DWQ received additional information from you, however, the DWQ has determined that your application remains incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. If we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Tire drainage area for the only proposed level spreader on the site is 2.74 acres. However, the overall property size is 21.28 acres. Please show how diffuse flow provisions are being met on the remainder of the site. 2. Please show the delineated drainage basins as called for per the Required Items Checklist. 3. Please address the following design issues associated with the proposed level spreader: a. The topographic lines indicate that there is unlevel topography immediately downslope of the level spreader. This issue can be addressed by either relocating the level spreader or by regrading the filter strip. c. Details of the high flow splitter device as called for per the Required Items Checklist have not been provided. d. Because of the flat topography adjacent to the stream, the DWQ will allow the use of a dissipater pad in lieu of a bypass channel. However, the currently proposed location for the dissipater pad will send channelized stormwater flow through the filter strip. The high flow bypass system must be reconfigured to avoid this problem. Please submit this information within 30 calendar days of the date of this letter. If we do not receive this requested information within 30 calendar days of the date of this letter, your project will be withdrawn and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
