The letter you sent requesting additional information had five (5) items you needed to process the Nationwide Pen-nit 12 we requested. 1) "Please provide a qualitative indirect and cumulative impact analysis for the project." The project is being constructed within the limits of the existing mowed and maintained highway right of ways. The temporary impacts associated with the proposed six crossings are minor and most of the areas were impacted previously during the construction of the highways, and do not contain any large trees. 2) "Please locate your project on the most recent, published and bound Wake County soil survey and the most recent USGS 1:24,000 topographic quadrangle map." As per our telephone conversation, these crossings are so small, that when we zoom in using ArcView GIS, the soils and topographic backgrounds layers lose their resolution and become very grainy. Per your response, we are not sending the six proposed impact areas on these backgrounds. 3) "Please enumerate buffer impacts on the site plan and in the PCN application, and clearly label each impact." As discussed during our telephone conversation, there are no buffer impacts; the proposed installation of the water lines will take place within the limits of existing right-of-ways. By the time it is necessary to go around the various culverts or bridge bulkheads, the impact area is within the stream area and past the buffers, which were impacted during construction of the highways. As mentioned in response to question 3, there are no Zone 1 and Zone 2 buffers because of the highway right-of-ways. 5) "There appear to be wetland impacts associated with the project. Please fill in Section VI, Part 2, of the PCN application." Based on my site visit, the proposed installation will take place within the shoulder of the various roads. The six proposed impacts are to stream tributaries. Johnston County is requiring the proposed pipe line to leave the existing shoulder of the road five (5) feet prior to, and after, a culvert larger than 36", multiple large culverts, or a bridge. The pipe line must be installed five feet out from the structure also. By the time the pipe line reaches the five foot mark, it is already into the stream tributary, and does not have impacts to the adjacent wetlands.
