My nine is Cbuck Horne and I am a citizen of Wadeseboro in AnsonCounty,
North Carolina. I write to you in rapom to Alcoa Power Generating, Inc.'s ("APGI)
request for a Section 401 water quality catificaioa As a citizM I am concerned aboat
the impact the proposed activities may have on Badin Lake and related wad bodies in
the Yadkin River.

Ux people of our area, as well as many acres the stagy, utilize Badin Lake for fisting
Mid swimming, Alcoa conducted almimm smelting operations from approximately
1918 at the Kadin Works which is located next to Badin Lake. It is well known that the
operation of the Badin Works r+en*W in rata hzbon both on the site of the facility
and in the water supply.
I am contented with the env l issues because of buried materW water
leaching toxins from btvial sites, lack of oxygen in the water, deftknent to birds and.
animals fiem toxic materials, and human sites caused by exposure to these dangerous
matdrial& I believe that rhea operation will Continue to cause damage to our eco-"cm,
and ask that You deny APGI's regtwst for a Section 401 water quality certification umfl
these issues are connected.

negative impact on the cWzeats and wik fie of out ate.. I am aware that St MAy County is
pmsentting information to you that if fully reviewed, will convince the State of North
Carolina that APGI has riot been a respom`ble stews . rd of the people's water.
We ask that you not ire this certificate until the appropriate time is taken to
fully evaluate the ea mumental impacts to the Yadkin bosun and our region fium the
badin Works operations and APO's by** dams, including M*Mn8tion that S'tanly
Country has uncovered in recent moats. Afbw doing so, I hope that you will deny tho
401 water quality caffication or, at the very legit; put the proper motions in place to
protect tke health of our mVion.
