Dear Cyndi:
This letter is written in response to your letter dated April 15, 2008 requesting
CIVIL ENGINEERING additional information in regards to the above referenced project. We have enclosed
the following items per your request:
ARCHITECTURE 1. Please locate your project boundaries on the most recent, published and bound
Wake County soil survey.
SS Response: Per our discussions with the State Chapter of the NRCS, it is
our understanding that Wake County has not yet completed or published
SITE PLANNING their current updated version of the soil survey. We were advised that the
published 1970 version of the County's soil survey is to be used.
Accordingly, we have transferred the project (stream x-ings) Locations from
our USGS Quad Map to the published soils survey. This map is enclosed with
this letter.
2. Please provide cross section details showing the provisions for aquatic life
passage.
SS Response: Per our discussions with Mr. Ian McMillan of your office, we
have °revised" the proposed invert elevations on the culvert crossings to
submerge approximately twenty (20%) percent of the pipe diameter(s)
beneath the existing streambed in order to provide aquatic life passage. A
typical section for each crossing has now been added to the construction
plans. The detail(s) are also enclosed with this letter.
3. Please indicate all stream impacts including all fill slopes, dissipators, and bank
stabilization on the site plan.
SS Response: The limits of stream impacts for each culvert crossing,
including lengths of culvert, dissipators and extent of re-grading have now
been added to the grading plan for the project. We also have enclosed
enlarged details of these areas for your information. After, reviewing the
enlarged details for the respective crossings, we actually have a total stream
impact of one hundred forty-four (144) lineal feet as opposed to the one
hundred forty (140) lineal feet that is listed on our current PCN application.
We have "revised" the appropriate pages and they are enclosed for your use

VII. Impact Justification (Avoidance and Minimization)
Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide

site layouts, and explain why these design options were not feasible. Also discuss how impacts
were minimized once the desired site plan was developed. If applicable, discuss construction
