Please find attached responses for your comments. Arcadis stated that re-inforced
grass matting is proposed to increase design shear stress which will be sufficient
for the given 10-year storm discharge. Based on Part Three of the checklist, items
7 and 8 are still pending. Kristie Corson, EEP project manager is working with the
town to obtain the operation and maintenance agreement. Also, the option agreement
is not yet finalized due to on-going easement negotiations with the city. Please
let me know if this will be fine for the issuance of the permit. If you have any
questions or need further information, please let me know. I will send hard copies
by mail. Thanks!

This letter is being sent to address the North Carolina Division of Water Quality's
(DWQ) comments and supply the additional information requested in their letter
dated March 12, 2008. DWQ's comments are shown in italic, our response follows
the comment.
!t was not clear that the level spreaders were of suffrcient length fo discharge to the
forested filter strip. Our calculations considered the filter strip to consist of heavy
ground cover, not forested.
Normally for such projects... the required items. The completed BMP Supplemental
Forms are attached.
!n addition, our engineer...for diffused flow. The maximum slope downstream of any
of the level spreaders is 6.7%. This is below the maximum allowable slope of 8.0%.
