The activity for this Certification is sought to issue a 401 Certification for the Federal Energy Regulatory Commission license for the Yadkin Hydroelectric Project (FERC No. 2197) in Stanly County for dams at High Rock Reservoir, Tuckertown Reservoir, Narrows Reservoir and Falls Reservoir. The application for the project includes plans to address dissolved oxygen issues in the Yadkin River downstream of the dams, modify the minimum low flow in the river and conduct flow monitoring in the river. The Divi- sion issued a 401 Certification for this project on November 16, 2007. Howev- er that Certification is hereby revoked because conditions under which the certification was made have changed (15A NCAC 2H. 0507 (d)(2). The Divi- sion plans to reissue a Certification for this project after the public comment period has closed and after we have considered all information submitted to the Division in response to this Public Notice. The public is invited to comment on the above-mentioned application to the Di- vision of Water Quality. Comments shall be in writing and shall be received by the Division no later than May 2, 2008.
