PROJECT SUMMARY: The applicant proposes to construct a boat ramp with a gravel driveway and docks on his property to provide access for interior lots. Field Investigation Report: Ronald L. Midgett; Avon Development, LLC Page 2 Proiect Settin The site of the development proposal is located at 40161-A North End Road (SR 1229), Avon, Dare County and on a man-made canal off Mill Creek and the Pamlico Sound. The property described as "Lot 2," has an area of 23,657 square feet (sf), has an average elevation of approximately 4 feet above normal water level (NWL), and has soils that consist of coarse sand and shell. The property is vegetated with Eastern Red Cedar and native grasses. A fringe of Juncus Roemerianus exists along NWL and extends up the canal bank and landward to a relic spoil berm that parallels the canal shoreline. Small areas of Spartina Alterniflora exist at NWL. Existing structures on the property consist of a relic dock, a residential duplex building under construction (CAMA Minor Permit #2007-90), a boardwalk and a 6'x24' dock (CAMA General Permit #51700A), which provides docking space for two small boats. The adjacent riparian property to the north is a fishing camp and the adjacent riparian property to the south is undeveloped. The property is part of a three-lot subdivision and has a 30-foot wide easement located along the southern property line. The easement continues north along the canal shoreline. Lot 1 is undeveloped and Lot 3 has a duplex structure similar to the one under construction on Lot 2. The property has approximately 145 linear feet of shoreline along the canal and the adjacent water depths in the fairway of the canal range from -4 to -5 feet below NWL. The canal has a width of approximately 64 feet at the development site. No SAV was observed during the site visit. The waters of Mill Creek are classified as SA and are closed to shellfish taking. Development Proposal In order to provide water access for Lots 1 and 3, the applicant proposes to construct a boat ramp with a courtesy dock and a shoreline dock. The proposed boat ramp will be a 15-foot wide concrete slab, 50 feet long. The ramp will extend approximately 8 feet waterward of NWL. At the landward end of the boat ramp, the applicant proposes to construct a 36'x15' gravel driveway to access the ramp. The applicant proposes to construct two, 50-foot long sidewalls for the boat ramp to stabilize the canal bank. The applicant proposes to construct a 6'x21' courtesy dock along the north side of the proposed boat ramp. Connecting to the proposed courtesy dock will be a 6-foot wide and 65-foot long shoreline dock. At the north end of the proposed shoreline dock will be a 6-foot wide and 15-foot long access ramp to connect the dock to the shore at the north end. The structure will provide the capability to moor 4 small boats. Field Investigation Report: Ronald L. Midgett; Avon Development, LLC Page 3 Anticipated Impacts The proposed boat ramp will result in the excavation and covering, with a concrete slab, approximately 120 sf of Public Trust Area (PTA) and Estuarine Waters (EW) Areas of Environmental Concern (AECs); 300 sf of Coastal Wetlands (CW) and Estuarine Shoreline (ES) AECs and 300 sf of ES AEC. Approximately 1 cubic yard of bottom material will be excavated. The proposed gravel driveway will cover 540 sf of ES AEC. The proposed courtesy pier will shade approximately 126 sf of CW and ES AECs. The proposed dock will shade approximately 390 sf of PTA and EW AECs and provide docking for up to 4 small boats. The proposed north end access ramp will shade approximately 20 sf of PTA and EW AECs and 70 sf of CW and ES AECs. Temporary water turbidity will occur during construction. Submitted by: Frank A.
