Dear Merger Process Team, March 13, 2008
I am writing to update you on the status of and to reinitiate the Merger Process for R-2514 (US 17
-Belgrade to New Bern, Onslow & Jones Counties).
Project Description: This project includes proposed bypasses of Maysville and Pollocksville and
multilane widening of US 17 between those towns. The northern terminus of R-2514 is the southern
terminus of the proposed New Bern Bypass (R-2301A). For the purpose of our discussions, we have
split the project into two halves. The southern half of the project is from Belgrade to Chadwick and the
northern half is from Chadwick to New Bern.
Project Background: The following is a chronology of the Merger Process beginning with the August
24, 2006 Merger Process Team Informational Meeting and continuing through our last meeting on April
12, 2007.

Team verbally concurred to eliminate Alts 2 & 2B, but could not reach concurrence on Alt
2A vs. Alt. 2C; the Elevation Process was initiated.
3/6/07 CP2A Field Meeting -Chadwick to New Bern (successful)
3/7/07 USACE requested updated Jurisdictional Determination prior to Corridor Selection (Merger
Process on hold)
4/12/07 CP2 Revisited Concurrence Meeting -Chadwick to New Bern (verbal concurrence)
Team verbally concurred to eliminate all of the alternates except for Alts 4D and 4E.

R-2514: Project Status
Aug '07 Reverification of Jurisdictional Areas -Belgrade to New Bern (successful)
2/11/08 Preliminary Jurisdictional Determination (compliance)
Current Status: USAGE and Environmental Services, Inc. completed the reverification of
jurisdictional areas for the entire project during August 2007. USAGE issued a Preliminary
Jurisdictional Determination (pending completion of the Rapanos Forms for the LEDPA) on 2/11/08.
USAGE and NCDOT recently discussed the project status and a strategy to reinitiate the Merger
Process. In accordance with USAGE, NCDOT has scheduled Merger Process Team Concurrence
Meetings to revisit CP2 (written concurrence for reduction of alternates for both bypasses) and revisit
CP2A (Chadwick to New Bern) for May 22, 2008, and a Merger Process Team Concurrence Meeting to
revisit CP3 (Belgrade to New Bern) for June 19, 2008.
Byrd Landfill Disposal Violation: USAGE has concluded that this property could be considered in its
pre-violation condition for the purposes of impact assessment and corridor selection. The Byrd Property
is located in the southwest quadrant of Maysville and within Bypass Alternate 2C.
Wildlife Underpass: The Nature Conservancy, USFWS, USFS, NCDENR, and NCWRC requested
that NCDOT construct a wildlife underpass between Maysville and the community of Chadwick.
NCDOT has agreed to construct a wildlife underpass as part of the R-2514 highway improvements
project. NCDOT will continue to coordinate with these stakeholders regarding the design criteria and
provisions for the underpass.
