Thank you for providing me with the information regarding the NCDOT's proposed project to restore the
primary dune system adjacent to NC12 just south of SR1260 in the town of Kitty Hawk in Dare County, North Carolina.
The storm system that affected that area on the weekend of September 3, 2016 severely degraded the dune system
according to the information that you provided.

This correspondence verifies that the request to utilize General Permit #198000048 (GP) by the NCDOT is
granted given that all General and Special Conditions are followed. According to the project plans supplied in your
September 16, 2016 email all proposed work meets the terms and conditions of the GP. Please forward me a copy of the
NCDCM approval prior to initiating the project. I have attached a link for you to download and review a copy of the GP. If
you have any questions or concerns please contact me by email or at the number below.

Kyle and Garcy,

Attached is the request for the GP 48 for the proposed sandbag placement in Kitty Hawk. I have included with the
request, drawings, location map and correspondence with USFWS/NCWRC. I am going to wait on the getting the DCM
permit until the contractor is ready to start (should be within a 10-12 days). Once I receive that, I will forward you a
copy. Let me know if you need anything else.
