Attached is the request for the GP 48 for the proposed sandbag placement in Kitty Hawk. I have included with the
request, drawings, location map and correspondence with USFWS/NCWRC. I am going to wait on the getting the DCM
permit until the contractor is ready to start (should be within a 10-12 days). Once I receive that, I will forward you a

The NCDOT request the issuance of a General Permit # 48 and corresponding 401
certification, for the purposes of protecting and preventing further damage along a portion
of NC 12 in the Town of Kitty Hawk. On the weekend of September 3rd, 2016 the
remnants of Hurricane Hermine crossed the Outer Banks. High winds and surf along with
elevated tide cycles caused coastal storm erosion, which severely affected a portion of NC
12 along a 400 foot area just south of the SR 1260 and NC 12 intersection, across from
the Black Pelican Restaurant in Kitty Hawk. The storin washed away the protective dune,
road shoulder and caused some minor asphalt damage on the nor•th bound lane. NCDOT
was forced to close this section of the road until the storm subsided and temporary repairs
could be made. Following the passing of the storm, NCDOT made the necessaiy
temporary repairs and was able to reopen NC 12.
Our current proposal, with the issuance of the permit will involve the placement
of an additional 350 feet of protective sandbags, which will abut the existing sandbags
and continue south. The sandbags will be placed parallel to the road bed and directly
adjacent to the paved surface. The sandbag arrangement will follow the provided permit
drawings, i•esulting in a base width of 15 feet and a stacked height of 6 feet. In order to
align the sandbags directly adjacent to the roadway, NCDOT proposes to utilize
temporary sheet pile placement, as part of the construction method. The sheet pile will be
inserted adjacent to the roadway surface in order to retain the roadbed, while the sandbags
are laid in their position. Once the sandbags are installed, the sheet pile will be
immediately removed. The use of the sheet pile in the construction method allows
NCDOT to align the sandbags closer to the threatened roadway, further landward from
the Mean High Water mark. Sand used to fill the sandbags will come from the swash
zone within the project area. NCDOT plans to use approximately 210 sandbags, which
will require an estimated 1,100 cubic yards of fill material. Once the sandbags are in
place a dune will be placed over the sand bags recreating the road shoulder and protective
dune adjacent to NC 12. The dune will need to extend over the 350 feet of newly placed
sandbags and continue for approximately 950 feet to the north and 100 to the south, tying
into the existing north and south dune alignment. The protective dune/berm will provide

added protection to the existing sandbags and newly placed sandbags. It is NCDOT's
intent to keep and maintain a protective dune over the sandbags. The dune will follow the
profile provided on the permit drawings. Sand for the dune construction will come from
an upland source and have beach quality characteristics.
Landowners adjacent to the proposed project were sent DCM permit application
notices by certified mail on September 14, 2016. As shown on the permit drawings, the
sandbag alignment is located within NCDOT existing NC 12 right-of-way.
NCDOT proposes to let this project for contract within the next couple weeks and
begin work, as soon as the necessary permits are acquired from the regulatoiy agencies.
Therefore, we will be working within the active sea turtle nesting season. NCDOT has
coordinated with the USFWS and NCWRC regarding protected species and the proposed
sandbag installation project timeframe. Their response is included with this letter.

Clay, with most of the habitat removed by the storm WRC does not have any specific concerns.
However as usual and to be consistent with past comments, in the circumstance that a nest is
uncovered please contact Mathew Godfrey with NCWRC or NEST.

Gary and Travis,
We had some dune loss on top of our existing sandbags and some additional erosion along the
south end of the bags. We will need to repair the dune over top of the existing bags and extend the
bags to the south approximately 350 feet. This work will be contracted out, so it probably will not
start for a few more weeks. I have attached a request for concurrence. I also included a location
map, photos of the damage and permit information. This is in the same area we have performed
numerous sandbag projects and a couple small beach nourishment projects.
