(Shield) successfully collected monthly stormwater samples and completed the qualitative assessment for Stormwater Discharge Outfall (SDO) #001 at the Gastonia facility for the month of May. There was no discharge from SDO#002 and#003 during the May 17, 2016 storm event, therefore, Shield could not collect the semi-annual samples for those outfalls. Shield will attempt to collect samples from SDO #002 and#003 during the month of June. A partially completed Qualitative Monitoring Report for SDO #001 and a partially completed Discharge Monitoring Report form are attached to this cover letter. In addition,the analytical results for the stormwater samples collected during the qualifying storm event on May 17, 2016 for SDO#001 are attached to this cover letter. Results from the May 17th sampling event show an exceedance of the following parameters at or above the corresponding benchmarks: • SDO #001 (05/17/16)—Copper—0.0121 mg/L(Benchmark 0.007 mg/L) Daimler's Gastonia facility remains in Tier Three of the NPDES General Permit No.NCG030000 at SDO #001 for Copper. Shield will continue to perform monthly sampling at SDO #001 per Tier Two requirements until instructed to halt by either Daimler or the State. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample(for metal finishing use the definition as found in 40 CFR 433.11;for semiconductor manufacture use the definition as found in 40 CFR 469.12;for electronic crystal manufacture use the definition as found in 40 CFR 469.22;and for cathode ray tube manufacture use the definition found in 40 CFR 469.31). For those facilities electing to employ the TTO monitoring waiver,the discharger shall sign the following certification statement: "Eased upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TM),I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management plan included in the Stormwater Pollution Prevention Plan."
