B-4631, Replacement of Bridge No. 526 on SR 1347 (Parris Road) over A Creek in Rutherford County, WBS 33805.1.1, State Project 8.2891801, FA Project BRZ-1347 (3) A scoping meeting for the Subject Bridge was held at Century Center's Roadway Design Conference Room on June 17, 2004. Hodges Karen Reynolds Hydraulics Program Development Geotechnical Structure Design Right of Way Congestion Management GENERAL PROJECT INFORMATION Current Schedule Shell Mapping 02-17-04 Document 09-30-OS Right of Way: 06-16-06 Construction: 06-19-07 Bridge No. 526 was built in 1970. It is 76 feet long, 20 feet wide, and 9 feet over the bed of the creek. The structure is posted 17 tons for SV and 23 tons for TTST's. The sufficiency rating is 55.6 out of 100 and the bridge is considered to be functionally obsolete. This bridge was added to the TIP November 23, 1999 with a sufficiency rating of 40. It was considered to be both structurally deficient and functionally obsolete. Since that time, the superstructure has been reinforced by replacing the deck which has resulted in the increased sufficiency rating. Demolition The entire bridge is constructed of timber with steel I-beams. Therefore, Bridge No. 526 will be removed without dropping any components into Waters of the United States. (However the Traffic Safety Analysis stated 55 mph.) Current ADT: 300 VPD, Projected 2030 ADT: 500 VPD, 2% Duals, 1% TTST. Crashes No crashes were recorded in a recent three-year period. Possible Offsite Detour 1 would utilize SR 1001 and SR 1331. There would be less than 2 minutes of additional travel for approximately 1.6 miles. Possible Offsite Detour 2 would utilize SR 1331, SR 1358, SR 1352, and SR 1001. There would be 8.25 minutes of additional travel for approximately 5.5 miles. Along this detour, there is a narrow bridge posted 13 tons for SV and 17 tons for TTST's (B-4260 scheduled for CFY 2005). SLOPING COMMENTS Rutherford County Schools - 6 crossing per day. Can handle road closure. Division 13 Construction -recommends replace in place with offsite detour. Overhead power line just North (upstream) of the bridge and overhead phone line South (downstream) of the bridge. This is a trout stream, so a moratorium will probably be required. Little potential for mussels. Hydraulics Unit -recommends replacing the bridge with a triple barrel 12' x 9' Reinforced Concrete Box Culvert (RCBC) downstream of the existing to improve horizontal alignment. The elevation can be the same as existing. If utilize a bridge, it will probably have to be 70 feet in length. Location & Surveys -recommends replace in place with offsite detour. The road is on good horizontal and vertical alignment. Utilities include aerial three-phase power along the north side of SR 1347 and crosses to the south side just west of the bridge. There is underground phone along the south side of the road which goes aerial to cross the stream. Geotechnical Unit -fairly deep rock. Based on boring and the existing structure, pile foundations for all bents are anticipated. There are three above ground storage tanks on the south side of the bridge (one to the SE, two to the SW) that appear to be farm tanks used to mix herbicides and/or pesticides. Recommend offsite detour. If onsite or new location to the south is recommended, further assessment work would be needed. Roadway Design -recommends offsite detour. There are 35mph curves at each end of the project vicinity as well as at the bridge site. Would like to make minor improvements to the horizontal alignment Office of Human Environment (OHE) -possible Environmental Justice Impacts. The community is concerned about offsite detour routes because there are a number of unpaved roads surrounding the project. (The studied detour routes do NOT contain unpaved roads.) Office of Natural Environment (ONE) - As of 2/25/03 (USFWS website), there are five listed Federally protected species. The Indiana bat, Dwarf-flowered heartleaf, Small whorled pogonia, White irisette, and Rock gnome lichen. If surveys have not been completed, they are needed and some of these species have narrow window survey times. Chris Rivenbark will check with WRC to see if this is a trout stream. Page 2 of 3 NC Department of Cultural Resources (SHPO) - No historic architectural nor archaeological surveys required. ALTERNATES FOR EVALUATION Cross Section of New Bridge According to March 2000 Bridge Policy A rural local route with 500 vehicles per day and a statutory speed limit of 55 mph (not posted) should have a minimum of 28 feet clear deck width including a 22-foot travel way and 3-foot offsets. Alternates 1. replace in place with offsite detour and minor improvements to the alignment. This project will likely be a Purchase Order Contract (POC). NEXT STEPS Preliminary Design & Cost Estimate: Roger Thomas/Sterling Ragland of Roadway Design will provide preliminary plans and cost estimates by October 29, 2004. Right of Way Cost Estimate: PDEA will pursue a R/W estimate after receiving the preliminary plans and cost estimates from Roadway Design. The estimated request date will be November 2004. EMS: Contact to confirm road closure can be handled. T&E Species: Depending on the NRTR, surveys may be required for species and some of them have narrow window survey times. Page 3 of 3
