These reports are required since Avoca, Inc. has entered the Tier 2 step after the benchmark values were previously exceeded for 2 consecutive sampling periods for outfall 003 during semi-annual sampling events on May 22, 2012 and December 12, 2012. Avoca has implemented the Tier 2 step as outlined in the permit. Tier 2 requires monthly monitoring of the outfalls with exceeded benchmarks until 3 consecutive samples are taken with values below the benchmarks. Avoca began the monthly sampling of outfall 003 in January 2013. The COD benchmark value was exceeded with the most recent samples collected on 7/19/2016. The following benchmark values were exceeded with the samples collected on December 12, 2012 that triggered the Tier 2 : - The Total Suspended solids benchmark is 100 mg/L. The result from Outfall 003 was 117 mg/L. - The COD benchmark is 120 mg/L. The result from Outfall 003 was 1014 mg/L. - The Phosphorus benchmark is 2 mg/L. Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a"representative storm event" or during a"measureable storm event." A"representative storm event"is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A"measurable storm event"is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior.
