As David implied, there is insufficient information to justify the biological conclusions. Looking for smooth
coneflower and Michaux's sumac in February would not be an appropriate time of year to find these
species. With regard to the dwarf wedgemussel, I am not too concerned with that species in Orange
County. We only have one "record" for the species in Orange County from many years ago, and that "record"
was a single weathered shell (which conceivably could have been a mis-identification). Many additional
surveys have failed to find the species in Orange County. So, I am not requesting a mussel survey for this
project, but your justification for your biological conclusion is insufficient.
With regard to going from a bridge to the proposed culvert, I have no objections to that.

threatened and endangered species and need clarification.
Your proposed determination for dwarf wedgemussel, smooth coneflower, and michaux's sumac appears to be
based on a field scoping in February 2014. However, there is no information on whether habitat for these
species is present or not, or if USFWS had already weighed in on the project's effects on these species. Per
usual, if habitat for any of these 3 species was present then surveys should have been completed during the
appropriate time of year. Any additional information you have would be helpful. Thanks.
